SUBJECT:
APPOINTMENT – KITCHENER PUBLIC LIBRARY BOARD
RECOMMENDATION:
That Stephanie Tanner be appointed to the Kitchener Public Library Board for a term
expiring November 30, 2014.
BACKGROUND:
The current Board for the Kitchener Public Library was appointed in late 2010 for a four-year
term expiring November 30, 2014.
Over the course of the term, several vacancies have occurred and these have been filled by
resolution of Council, as required.
REPORT:
At the 2014 appointment meeting held on November 25, 2013, Council appointed Ms. Lorraine
Beattie to fill an existing vacancy on the Kitchener Public Library Board. Very shortly
thereafter, Ms. Beattie advised the Board that she was unable to participate and resigned.
Following this resignation, Ms. S. Lewis contacted the City Clerk to inquire about options to fill
the vacancy. The Clerk suggested that citizens who had applied for appointment to the Library
Board during the fall committee / board recruitment be contacted and asked about their
continued interest in a Board appointment. Staff undertook to contact several applicants and
received a response from one individual requesting consideration. Ms. Lewis was advised of
this person’s interest and contact information was forwarded to facilitate the consideration
process.
Attached is a letter from Mr. D. Carli, Chair, Kitchener Public Library Board, requesting Council’s
consideration of Stephanie Tanner’s application. Ms. Tanner’s application will be circulated
under separate cover to all members of Council in accordance with the Municipal Freedom of
Information and Protection of Privacy Act.

If appointed, Ms. Tanner would serve the remainder of the current term only and would be
required to re-apply, if desired, for continued consideration / appointment post 2014.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Citizen appointments to advisory committees and boards align with the Leadership and
Community Engagement Priority of the City of Kitchener Strategic Plan. Citizen appointments
allow residents to be engaged and active in decision making about local issues.
FINANCIAL IMPLICATIONS:
There are no financial implications associated with this report.
COMMUNITY ENGAGEMENT:
Consult: When residents submit applications for appointment to advisory committees and
boards, they are assured that their personal information will not be used for any matter other
than that for which it was provided. By contacting the applicants directly regarding continued
interest, their personal contact information was protected until they granted permission to
provide it to the Library Board for review

Regretfully, Ms. Lorraine Beattie was unable to complete her term and has resigned
from the Kitchener Public Library Board. We are grateful for Ms. Beattie’s interest in the
Library.
On behalf of the Library Board, I would like to recommend that Ms. Stephanie Tanner
be appointed to the Library Board. We are confident that Ms. Tanner’s background and
skills will complement those of other Board members.
Thank you for considering our recommendation. We look forward to welcoming a new
Board member and continuing to serve Kitchener residents.
