INS-14-004 - ON-STREET PARKING REGULATIONS -FISCHER COURT The Committee considered Infrastructure Services Department report INS-14-004, dated January 6, 2014 recommending approval of a parking prohibition on the south / east side of Fischer Court. Mr. K. Carmichael presented the report and responded to questions from the Committee. Councillor Y. Fernandes addressed the Committee on behalf of a homeowner on Fischer Court who is in opposition to the proposed parking prohibition. She advised that a number of Fischer Court residents are of the opinion that an isolated incident caused the increase in the number of vehicles that were parking on the street. She indicated that a majority of residents conveyed to her that they do not believe that a parking prohibition is warranted at this time. Councillor Fernandes brought forward a motion to direct staff to take no action with respect to the proposed parking prohibition on Fischer Court. On motion by Councillor Y. Fernandes- it was resolved: "That staff be directed to take no action to prohibit parking at any time on the south/east side (odd number side) of Fischer Court from a point 64 metres west of Pine Valley Drive to a point 55 metres southwest thereof." 2. INS-14-006 - GUELPH STREET-TRAFFIC CALMING REVIEW The Committee considered Infrastructure Services Department report INS-14-006, dated January 7, 2014 recommending the installation of various traffic calming measures on Guelph Street. Mr. K. Carmichael presented the report and responded to questions from the Committee. Mr. Chris Bennett, resident, addressed the Committee in support of the proposed traffic calming measures. He advised that he has observed that an increased number of pedestrians seem to be crossing at the intersection at Guelph Street and St. Ledger Street, and are no longer utilizing the crossing guard at Guelph Street and Edwin Street. He questioned whether a review could be undertaken to determine the most appropriate location for the crossing guard on Guelph Street. Councillor S. Davey expressed concerns regarding Clause 1 of the staff recommendation, noting that there is a fire station on Guelph Street and the installation of a vertical deflection could potentially increase response times. In response to questions, Mr. Carmichael advised that he would need to consult with the Supervisor of Crossing Guards, as well as the area schools, to determine whether it would be appropriate to shift the current adult assisted crossing guard from Edwin Street to another location. He noted that if the crossing guard was relocated, it could impact staffs' recommendation with respect to the installation of the vertical deflection at the corner of COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE FEBRUARY 3. 2014 -6- CITY OF KITCHENER 2. He suggested that the staff recommendation could be deferred to the April 7, 2014 Community and Infrastructure Services Committee meeting to provide time to review this matter. Mayor C. Zehr brought forward a motion to defer the recommendation contained in Report INS-14-006, to the April 7, 2014 Community and Infrastructure Services Committee meeting, to provide staff with an opportunity to undertake a review of the existing adult crossing guard and associated proposed raised crosswalk at the corner of Guelph Street and Edwin Street: On motion by Mayor C. Zehr- it was resolved: "That consideration of the following recommendation outlined in Infrastructure Services Department report INS-14-006, be deferred to the April 7, 2014 Community and Infrastructure Services Committee meeting, to provide staff an opportunity to undertake a review of the existing adult crossing guard assisted walkway and associated proposed raised crosswalk at the corner of Guelph Street and Edwin Street: "That one raised crosswalk be installed on Guelph Street at Edwin Street; and, That a road narrowing be installed on Guelph Street at: • Margaret Avenue; • Woodward Avenue; • Crestwood Avenue; • Floyd Street; • St. Leger Street; • Arnold Street; • Englewood Place; and, That parking be prohibited on both sides of Guelph Street encompassing the narrowed roadway at: • Margaret Avenue; • Woodward Avenue; • Crestwood Avenue; • Floyd Street, • St. Leger Street; • Arnold Street; • Englewood Place; and, That parking be prohibited on the west side of Guelph Street from Margaret Avenue to St. Leger Street; and, That parking be prohibited on the east side of Guelph Street from St. Leger Street to Lancaster Street West; and further, That sharrows along with complementary cycling signage be installed on Guelph Street from Moore Avenue to Lancaster Street West." 3. CAO-14-004 - COMMISSION AGREEMENT-2013 ARTIST IN RESIDENCE The Committee considered Chief Administrator's Office report CAO-14-004, dated December 23, 2013 recommending the commissioning and installation of art work by the City's 2013 Artist-in-Residence, Ms. Susan Coolen. Ms. E. Robson and Ms. Coolen presented the report and responded to questions from the Committee. On motion by Councillor K. Gal loway-Sealock- it was resolved: COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE FEBRUARY 3. 2014 -7 - CITY OF KITCHENER 3. CAO-14-004 - COMMISSION AGREEMENT-2013 ARTIST IN RESIDENCE (CONT'D) "That the commissioning and installation of art work by the City's 2013 Artist- in- Residence, Susan Coolen be approved, as outlined in Chief Administrator's Office report CAO-14-004; and further, That the Mayor and Clerk be authorized to execute the Artist-in-Residence 2013 Commission Agreement with Susan Coolen in a form satisfactory to the City Solicitor, such agreement encompassing the terms set out in this Report CAO-14-004." 4. CAO-14-007 - 2014 ARTIST IN RESIDENCE APPOINTMENT Councillor F. Etherington declared a pecuniary interest as he is friends with the proposed 2014 Artist-in-Residence; and accordingly, he did not take part in any discussion or voting regarding this matter. The Committee considered Chief Administrator's Office report CAO-14-007, dated November 15, 2013 recommending the appointment of Dwight Storring as the City of Kitchener Artist-in- Residence for 2014. Ms. E. Robson and Mr. Dwight Storring presented the report and responded to questions from the Committee. On motion by Councillor K. Gal loway-Sealock- it was resolved: "That Dwight Storring be appointed as the City of Kitchener Artist-in-Residence for 2014, as outlined in Chief Administrator's Office report CAO-14-007, as recommended by the Arts and Culture Advisory Committee (ACAC) and the Public Art Working Group (PAWL)." 5.
