SUBJECT: ON-STREET PARKING REGULATIONS - ROBERTS
CRESCENT
RECOMMENDATIONS:
That the existing January 1 — March 31 parking prohibition on the outside (odd numbered
houses) of Roberts Crescent between Kingswood Drive and Kingswood Drive be removed,
and be reinstated with a three (3) hour parking time limit; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request to review the existing on-street parking
regulations on Roberts Crescent between Kingswood Drive and Kingswood Drive. The request
cited concerns regarding the recently installed winter parking prohibition signs, which has
resulted in no on-street parking through the months of January to March.
REPORT:
Transportation Services recently reviewed the by-law and found that winter parking prohibition
signs were not installed on the outside (odd numbered houses) of Roberts Crescent between
Kingswood Drive and Kingswood Drive. While the winter parking restriction was approved through
a public process and Council approved the by-law a number of decades age, there has been a
lack of signage and enforcement in recent years.
Since the time when signs have been installed, both Transportation Services and the Ward
Councillor have received inquiries, seeking the justification for these signs to be installed.
Currently on-street parking is prohibited at any time on the north/east/south (even numbered
houses) of Roberts Crescent between Kingswood Drive and Kingswood Drive, as well as
prohibited at any time on the south side (odd numbered houses) of Roberts Crescent from
Kingswood Drive (south intersection) to a point 75m west thereof. Furthermore, parking is
prohibited at any time from January 1 to March 31 on the south/west/north (odd numbered
houses) from Kingswood Drive to Kingswood Drive, as outlined in the City of Kitchener Uniform
Traffic By-law No. 2007-138.

In order to address this request, Transportation Services surveyed the residents regarding a
proposal to remove the existing no parking any time, January 1 to March 31, prohibition on the
odd numbered side of Roberts Crescent between Kingswood Drive and Kingswood Drive and
permit on-street parking for a maximum period of three (3) consecutive hours. The survey results
are as follows:
In favour of removing the no parking any time,
January 1 to March 31 parking restriction: 36(83.751.)
In favour of leaving the current regulations as is: 7(16.7%)
TOTAL 43 out of 86— (50.0% responded)
As indicated above, 36 out of 43 respondents, or 84%, are in favour of reinstating on-street
parking on the outside (odd numbered houses) of Roberts Crescent between Kingswood Drive
and Kingswood Drive for a maximum period of three (3) consecutive hours.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign removals for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In January 2014, affected residents along Roberts Crescent were surveyed regarding the
proposed parking changes. Their comments are incorporated in this report.
