HomeMy WebLinkAbout2014-02-11 CYCLING ADVISORY COMMITTEE MINUTES FEBRUARY 11, 2014 CITY OF KITCHENER Cycling Advisory Committee met on this date commencing at 4:08 p.m. Present: Ms. M. Sehl, Councillor Y. Fernandes, Ms. M. Generoux, Messrs. L. Oakey, M. Boos (Vice-Chair), P. Dedes (Chair), M. Arges, P. Walberg, T. Reiser and T. Boutilier Staff: Mr. J. Joseph Regrets: Messrs. S. Gibson, M. Parris, W. Sleeth 1. APPROVAL OF MINUTES OF THE MEETING OF JANUARY 14, 2014 That the minutes of the January 14, 2014 meeting be approved as amended: Motion by: Mr. T. Boutilier (carried) 2. STAFF AND SUB-COMMITTEE UPDATES Staff updates:  Nyberg: finalizing final design for the contraflow bike lanes. Next steps are to write a letter to residents informing them of the project. There are also only a few residents that will be affected and therefore does not see the need to hold a public meeting.  Courtland and Stirling: waiting on Region to hear about the preferred design  Bike Rack Request Program: under development – questions such as liability still need to be figured out. Will look at Hamilton as example.  By-law review: update review with comments within 90 days. Mr. Joseph met with by-law, legal and transportation – no fine detail into each by-law but best approach going into it. Best next steps are to coordinate with other municipalities. Right now there is a regional by-law review going on. Share the Road Cycling provided feedback on the by-law review with the following comments: -Safe passing 1 metre: will be handled on the provincial level, in HTA, but likely to get passed -Riding two abreast: not approached at provincial level – will be handled on City level -Dooring and increased penalty: also to be addressed at provincial level  Budgetary update will be included as part of the Staff Updates for each agenda next meeting Sub-committee updates:  Mr. Walberg: discussion on report cards- a first draft of content and presentation will be brought to committee next meeting. One month timeline to provide comments. Timeline – April. Working document in June: 6 months for application, and report at the end of year (tentatively)  Mr. Dedes: Infrastructure and Technical - loops placement identifications were compiled. Committee suggested recommendation to partner with Tri-Tag, tools for crowd sourcing. CYCLING ADVISORY COMMITTEE MINUTES FEBRUARY 11, 2014 CITY OF KITCHENER -Chance to look at Courtland and Stirling option: proposal to provide second facilities on Water St. (by Mr. J. Joseph) – look at facilities plan and Book 18 -Signage: destination, direction, duration and confirmation -Black hole area of Transcanada Trail, end of Iron Horse to start of trail at Manitou (Homer Watson) requires planning -Mr. Joseph: Directional signs have been ordered for the Trans Canada Trail -Regional bike map: coming out next year, Kitchener will have a bike map this year 3. COLDEST RIDE OF THE YEAR EVENT DEBRIEF  Mr. Boos provided committee with updates of the event. There were 12 people at the start. CBC had chance to publicize the event beforehand, and some participants showed because of the announcement. Things to improve on for next year: how to find people before the ride.  Mr. Joseph updated committee on summer events, creating programming from May to the end of September -Tuesday bike rides, Thursday picnics, Friday evening bike rides and Monday/Wednesday maintenance events (mostly within the downtown) -Open for proposals from committee for partnership in an event, like the Coldest Ride of the Year -A councillor ride in each ward was suggested. Mr. Dedes suggested that Mr. Arges’s sub-committee partner with this event, involving community centres as well -It was also suggested to have a bike ride after the KCAC meetings in the summer, through areas not as well travelled 4. BIKEKITCHENER CYCLIST SURVEY  Infographic, will be released at the end of June – over 1000 people represented in survey 5. DOWNTOWN CYCLING NETWORK BRAINSTORM  Preparing technical designs of streets – work is on the way, but if committee has any feedback, feel free to share  Thinking of hosting a PIC, because much of it is not represented in the CMP 6. BIKE TUBE COUNTERS & DATA COLLECTION  I&T made suggestions for permanent locations for the bike counters  Meeting with staff next week to determine where the counters will go, thinking of looking into installing permanent loops sensors (underground). Some will be permanent and some will be removable  Currently also looking into display for cycling counts, where both motorists and cyclists can see CYCLING ADVISORY COMMITTEE MINUTES FEBRUARY 11, 2014 CITY OF KITCHENER  Suggestions included the Iron Horse Trail – by Victoria Park, by the new rail crossing, at the middle of the park, Queen St. & Iron Horse Trail  Mr. Arges suggested to publicize the numbers and have a running total on King Street or in the Rotunda to see total tally of counts. Similar to like Ottawa’s loop sensors, which are tied to a live sensor display online. Have data also posted online – open data initiative and BikeKitchener.  Mr. Joseph received confirmation that staff time is allowed to go to this. Hoping to start counts in May, meeting at end of February, order everything by March/April 7. THUMBS UP WATERLOO REGION CAMPAIGN  Modeled after campaign in Nova Scotia, bringing awareness and education to both motorists and cyclists. The campaign will be run through consensus by 5 entities.  Radio ads are under development and will be played 2 times a week for 6 weeks. Video is underway as well, hoping to be done by June. The entities are to provide the campaign content, and CAA will create the marketing materials  There will be a market booth every Saturday in June with opportunities for engagement with prizes. Councillor Fernandes suggests that CAC members appear at the market events 8. BIKEFEST 2014 st  Sunday June 1, 2014  Emailed education and safety sub-committee for involvement  New elements: actual cycling components, bike rides, more prizes and giveaways, live music, free food, bouncy castle, larger road closure (from young to water), kids focus, vendor areas with permits for vendors to sell. Bike Rodeos and tricycle races were suggested by committee members  Potential to invite specialty bike stores outside of City (Dutch brand bikes, etc…)  Councillor Fernandes will contact Regional Police to host a safety event – i.e. how to wear a helmet  Mr. Reiser suggested a speaker series during festival: education, bike trips, in case of rain event 10. OTTAWA / MILL STREET  To be added to agenda for next meeting 11. COUNCILLOR NIGHT IN COUNCILLOR FERNANDES’S WARD th  At the community centre, on March 5, from 7-8:30  Bike maps will be provided by Mr. Joseph. Councillor Fernandes is open to feedback for additional suggestions  12. VACANCY ON COMMITTEE  A member has placed in resignation from committee CYCLING ADVISORY COMMITTEE MINUTES FEBRUARY 11, 2014 CITY OF KITCHENER  Mr. Joseph will gather information of people interested and will bring to next meeting - bank of names, reaching out to them to apply. Any member may inform others of the vacancy. 13. SNOW REMOVAL POLICY  Mr. Reiser suggested a snow removal policy for bike infrastructure -> mentioned in ATMP, to identify priority street -Bike lanes on Margaret are mostly completely covered. Mr. Dedes agrees that we need to start looking at winter maintenance programs -CMP mentions priority routes that should get winter maintenance 14. HYDROCUT  The Hydrocut is looking for funding for mountain biking. It is a good resource for off-road cycling. Mr. Oakey will provide committee with link. 15. BIKE TRAINING CURRICULUM  Retired teacher, with strong school board contacts, developed content for bike training sessions – looking at BikeKitchener for partnership  Looking at April/May to launch bike training programs for youth, in Kitchener schools. Potential to liase with Mr. Walberg on the report card 16. ADJOURNMENT On a motion by Mr. P. Walberg - It was resolved and carried: “The meeting adjourned at 5:38 p.m.”
