SUBJECT: T14 -015 Sports Lighting — Peter Hallman Ball Yard
RECOMMENDATION:
That Tender T14 -015 Sports Lighting — Peter Hallman Ball Yards, be awarded to G.K.
Sullivan's Electric Inc., Kitchener, Ontario at their tendered price of $176,767., including a
contingency of $10,000., plus H.S.T. of $22,979.71, for a total of $199,746.71
BACKGROUND:
Replacement of sports lighting is required at Peter Hallman Ball Yard to maintain service on two
lit ball diamonds that currently utilize lighting materials that are over 10 years old and are no
longer able to meet the requirements for night time play. New high efficiency technologies
controlled remotely will replace the existing lighting materials and provide excellent quality night
lighting, using less power overall and enable a third diamond, presently not lit for night play, to
be lit for night play without the requirement of any new lighting poles or other infrastructure. The
net result is an increase in playing field time, increased quality lighting, and improved
efficiencies in terms of power demand and overall operating cost to maintain the lighting
infrastructure.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded
by thirty -four (34) interested parties, and by the closing date of Thursday January 30th, 2014,
four (4) tenders had been received.
The tenders were reviewed by T. O'Brien, Landscape Architect, G. McDonald, Mighton
Engineering Ltd. and R. Kruppa, Buyer, who concur with the above recommendation.

transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and
the upset limit is within the budget allowance (B) provided within the budget. Funding
for this project is included within the approved capital budget. The estimated surplus
(D) will remain in the general provision account to fund future Major Park
Development projects.

Potential vendors are informed of bid opportunities through the public posting of bid documents
as outlined in the City's Purchasing By -Law. Vendors, local media and the general public are
informed of purchasing recommendations to Council through the public reports which are
included with the Council agenda the week prior to the Council meeting.
