HomeMy WebLinkAbout2014-02-04 HERITAGE KITCHENER MINUTES FEBRUARY 4. 2014 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:00 p.m. Present: Mr. G. HERITAGE IMPACT ASSESSMENT(HIA) - 25 BREITHAUPT STREET (ADDENDUM TO 51 BREITHAUPT STREET) The Committee considered the Scoped Heritage Impact Assessment (HIA) for 25 Breithaupt Street, dated January 13, 2014, prepared by The LandPlan Collaborative Ltd., addendum to 51 Breithaupt Street HIA, September 7, 2010, in accordance with the pre-consultation comments received for the site plan and adaptive reuse of the site. Mr. L. Bensason advised that the Scoped HIA was made available for review prior to the meeting to all members on the website and requested that members provide input and comments,which would be considered by staff when processing the HIA. Mr. Owen Scott presented the Scoped HIA advising it is an addendum to the approved September 7, 2010 HIA for 51 Breithaupt Street. He explained that 25 Breithaupt Street is one component of the overall property known as `The Breithaupt Block', which is comprised of two parcels of land located on the north side of King Street West on both sides of Breithaupt Street and is the subject of an approved Conservation Plan. He reviewed the characteristics of the property and stated that the proposed development retains the footprint of the existing modern building, its linearity and its basic massing with additional floor space garnered with a partial penthouse floor unlike the continuous additional floor proposed in the 2010 HIA. He elaborated that the design of the building, although different from that envisaged in the HIA, continues to be sympathetic and complementary to the existing, refined, modernist character of the building and to the overall Breithaupt Block complex. He then explained the proposed mitigation and conservation measures that would be included within the proposed development to ensure that all of the heritage attributes of the adjacent properties are being conserved and are not affected by the redeveloped 25 Breithaupt Street building which reflects the modern style of the current 1955 building on this site. Members generally expressed support for the Scoped HIA for the adaptive reuse and development of 25 Breithaupt Street and thanked Mr. Scott for his presentation. 2. HERITAGE IMPACT ASSESSMENT(HIA) - 508 NEW DUNDEE ROAD The Committee considered the Scoped Heritage Impact Assessment (HIA) for 508 New Dundee Road, prepared by MHBC Planning, regarding the subdivision development proposed for New Dundee Road. Ms. M. Drake introduced the HIA, advising comments from the Committee would be considered with the planning application. She indicated that the subject application relates to a plan of subdivision in the Doon South area which will allow existing road networks to be utilized in the development. Ms. Lashia Jones, MHBC, presented the HIA advising that Mr. Charles Ormston, Property Owner was also in attendance. She highlighted the purpose of the HIA and the site history, and an overview of the existing conditions indicating that the property contains two built features, a mid-19th century stone residence and a 1963 barn. She stated that the the subject property is part of what was a 100-103 acre farm that partly extended south of New Dundee Road. She indicated that residential development in Kitchener has increased southward towards New Dundee Road and development is planned or adjacent to 3 sides of the property. She described the surrounding area stating that the agricultural context no longer remains, as development has taken place, and the landscape around the house and the pine plantation north of the residence both established in the mid-20th century. HERITAGE IMPACT ASSESSMENT(HIA) - 508 NEW DUNDEE ROAD (CONT'D) suggests a setback of approximately 35 to 40m which would impede any construction vibration. She elaborated that conservation measures propose saving the house and summer kitchen with buffer zones,with the south facing orientation to New Dundee be maintained. In response to questions regarding the pine plantation located on the subject property, Ms. Jones stated the pines were initiated in the 1950's and were likely planted to avoid soil erosion and would likely be removed during grading. She stated that the owner is considering a combination staggered installation of coniferous and deciduous trees to screen the view of the development from the residents of the home. 3. HERITAGE SHOWCASE REQUEST FOR VOLUNTEERS Ms. M. Drake thanked Ms. Marion Heath and Mr. Stephen Thomson for agreeing to assemble the display for the 2014 Heritage Showcase. She indicated that numerous members have signed up to operate the booth but requested additional members to sign up to allow two people to be present at all times. 4.
