SUBJECT: ON-STREET PARKING REGULATIONS — SIMS ESTATE
PLACE
RECOMMENDATIONS:
That parking be prohibited at anytime on the north side (odd number side) of Sims
Estate Place from Sims Estate Drive to its easterly limit; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Sims Estate Place retains residential development on both sides of the right-of-way, serving
as both a public right-of-way and as the only access to a private condominium development.
In response to concerns from local area residents, on-street parking regulations will have to
be reviewed.
REPORT:
Currently on-street parking is permitted on both sides of Sims Estate Place in its entirety for a
maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform
Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking regulations on
Sims Estate Place. The request cited concerns of vehicles parking on-street obstructing the
safe operation of two-way traffic and emergency vehicle access and recommended that
parking be prohibited at anytime on one side of the road.
Sims Estate Place has a narrow roadway width of six metres. Parking on both sides of this
roadway will severely restrict two-way traffic and emergency vehicle access. Transportation
Services staff contacted Kitchener Fire for comment on the on-street parking conditions on

Sims Estate Place. After review, Kitchener Fire staff advised that they were in support of
prohibiting parking at anytime on one side of the road.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $500 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
A total of four residents were advised of the proposed parking regulation change through a mail
out sent in January 2014. No responses were received.
