SUBJECT: ON-STREET PARKING REGULATIONS - HILLBROOK
CRESCENT
RECOMMENDATIONS:
That the existing January 1 — March 31 parking prohibition on the inside (even numbered
houses) of Hillbrook Crescent between Elm Ridge Drive and Elm Ridge Drive be removed,
and be reinstated with a three (3) hour parking time limit; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request to review the existing on-street parking
regulations on Hillbrook Crescent between Elm Ridge Drive and Elm Ridge Drive. The request
cited concerns regarding the recently installed winter parking prohibition signs, which has
resulted in no on-street parking through the months of January to March.
REPORT:
Transportation Services recently reviewed the by-law and found that winter parking prohibition
signs were not installed on the inside (even numbered houses) of Hillbrook Crescent between Elm
Ridge Drive and Elm Ridge Drive. While the winter parking restriction was approved through a
public process and Council approved the by-law a number of decades ago, there has been a lack
of signage and enforcement in recent years.
Since the time when signs have been installed, both Transportation Services and the Ward
Councillor have received inquiries, seeking the justification for these signs to be installed.
Currently on-street parking is prohibited at any time on the outside (odd numbered houses) of
Hillbrook Crescent between Elm Ridge Drive and Elm Ridge Drive, as well as prohibited at any
time, January 1 to March 31 on the inside (even numbered houses) of Hillbrook Crescent from
Elm Ridge Drive to Elm Ridge Drive, as outlined in the City of Kitchener Uniform Traffic By-law
No. 2007-138.

In order to address this request, Transportation Services surveyed the residents regarding a
proposal to remove the existing no parking any time, January 1 to March 31, prohibition on the
even numbered side of Hillbrook Crescent between Elm Ridge Drive and Elm Ridge Drive and
permit on-street parking for a maximum period of three (3) consecutive hours. The survey results
are as follows:
In favour of removing the no parking any time,
January 1 to March 31 parking restriction: 30(76.951.)
In favour of maintaining the no parking any time,
January 1 to March 31 parking restriction: 9 (23.151o)
TOTAL 39 out of 93— (41.9% responded)
As indicated above, 30 out of 39 respondents, or 76.9%, are in favour of reinstating on-street
parking on the inside (even numbered houses) of Hillbrook Crescent between Elm Ridge Drive
and Elm Ridge Drive for a maximum period of three (3) consecutive hours.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign removals for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In February 2014, affected residents along Hillbrook Crescent were surveyed regarding the
proposed parking changes. Their comments are incorporated in this report.
