SUBJECT: ON-STREET PARKING REGULATIONS - INVERNESS
DRIVE
RECOMMENDATIONS:
That the existing January 1 — March 31 parking prohibition on the west side of Inverness
Drive between Aberdeen Road and Huntley Crescent be removed, and be reinstated with a
three (3) hour parking time limit; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request to review the existing on-street parking
regulations on Inverness Drive between Aberdeen Road and Huntley Crescent. The request
cited concerns regarding the recently installed winter parking prohibition signs, and the lack of
resident consultation prior to the signs being installed.
REPORT:
Transportation Services recently reviewed the by-law and found that winter parking prohibition
signs were not installed on the west side of Inverness Drive between Aberdeen Road and Huntley
Crescent. While the winter parking restriction was approved through a public process and Council
approved the by-law a number of decades ago, there has been a lack of signage and
enforcement in recent years.
Since the time when signs have been installed, Transportation Services has received inquiries,
seeking the justification for these signs to be installed.
Currently on-street parking is prohibited at any time, January 1 to March 31, on the west side of
Inverness Drive between Aberdeen Road and Huntley Crescent. Parking is permitted on the
west side of Inverness Drive between Aberdeen Road and Huntley Crescent for a maximum
period of three (3) consecutive hours from April 1 to December 31 and permitted year-round on
the east side of Inverness Drive between Aberdeen Road and Huntley Crescent for a maximum
period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law
No. 2007-138.

In order to address this request, Transportation Services surveyed the residents regarding a
proposal to remove the existing no parking any time, January 1 to March 31, prohibition on the
west side of Inverness Drive between Aberdeen Road and Huntley Crescent and permit on-street
parking for a maximum period of three (3) consecutive hours. The survey results are as follows:
In favour of removing the no parking any time,
January 1 to March 31 parking restriction: 3 (75.0%)
In favour of maintaining the no parking any time,
January 1 to March 31 parking restriction: 1 (25.051o)
TOTAL 4 out of 11— (36.4% responded)
As indicated above, 3 out of 4 respondents, or 75%, are in favour of reinstating on-street
parking on the west side of Inverness Drive between Aberdeen Road and Huntley Crescent for
a maximum period of three (3) consecutive hours.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign removals for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In February 2014, affected residents along Inverness Drive were surveyed regarding the
proposed parking changes. Their comments are incorporated in this report.
