REPORT TO: Community and Infrastructure Services Committee
DATE OF MEETING: March 17, 2014
SUBMITTED BY: Justin Readman, Director of Transportation Services
PREPARED BY: Danny Pimentel, Traffic Technologist
(519-741-2200 ext. 7371)
WARD(S) INVOLVED: Ward 9
DATE OF REPORT: February 18, 2014
REPORT NO.: INS-14-032
SUBJECT: ON-STREET PARKING REGULATIONS - MOUNT HOPE
STREET
RECOMMENDATIONS:
That parking be prohibited on the west side of Mount Hope Street from King Street to a
point 35 meters south thereof, and further;
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request from Grand River Transit to remove three (3) on
street parking spaces on Mount Hope Street between King Street and Mutual Drive. With the
future implementation of Light Rail Transit on King Street, Grand River Transit is currently
revising specific routes to maintain a high level of service for its ridership.
Grand River Transit is seeking to improve the connectivity of Route 4 - Glasgow with the
iXpress and the eventual Light Rail Transit station at Grand River Hospital. In order to improve
the connectivity, Grand River Transit is proposing one-way southbound service on Mount Hope
Street from King Street to Park Street.
REPORT:
At the present time, parking is prohibited on the east side of Mount Hope Street from King Street
to Park Street, while parking is permitted on the west side of Mount Hope Street between King
Street and Mutual Drive from 8 a.m. to 6 p.m. for a maximum period of two (2) consecutive
hours. Furthermore, parking is permitted on the west side of Mount Hope Street between King
Street and Mutual Drive for a maximum period of three (3) consecutive hours outside of the
aforementioned timeframe, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-
138.
5 - 1
In order to address this request from Grand River Transit, Transportation Services is
recommending that parking be prohibited at any time, on the west side of Mount Hope Street
between King Street and a point 35 meters south thereof. This parking prohibition, covering the
area for a newly proposed transit stop, will help to improve the connectivity of Route 4 -
Glasgow with the iXpress and future Light Rail Transit station at Grand River Hospital. It is
anticipated that the parking prohibition will result in the loss of approximately three (3) on-street
parking spaces.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with Grand
River Transit and Grand River Hospital, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installation for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In February 2013, staff contacted a representative from Grand River Hospital to inform them of
the proposed changes to the on-street parking as a result of the revised routing plan from Grand
River Transit. There were no concerns raised from Grand River Hospital.
