SUBJECT: ON-STREET PARKING REGULATIONS — PANDORA
CRESCENT
RECOMMENDATIONS:
That parking be prohibited at anytime from January 1 to March 31 on the west side of
Pandora Avenue North from Lydia Street to Pandora Crescent; and,
That parking be prohibited at anytime from January 1 to March 31 on both sides of the
northbound one-way section of Pandora Crescent from a point 45 metres north of
Pandora Avenue North to East Avenue; and,
That parking be prohibited at anytime from January 1 to March 31 on both sides of the
southbound one-way section of Pandora Crescent from Pandora Avenue North to East
Avenue; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Pandora Crescent from Pandora Avenue North to East Avenue retains residential development
on both sides of the right-of-way. Pandora Crescent is delineated by a maturely landscaped
median which separates northbound and southbound traffic. In response to an identifiable
operational concern, on-street parking regulations will have to be reviewed.
REPORT:
Currently on-street parking is permitted on the east side of Pandora Crescent from a point 45
metres north of Pandora Avenue North to East Avenue as well as the west side of Pandora
Crescent between Pandora Avenue North and East Avenue for a maximum period of three
consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.

Transportation Services has received a request to review the existing parking regulations on
Pandora Crescent. The request cited concerns of vehicles parking on-street obstructing the
safe operation of traffic and emergency vehicle access during the winter months and
recommended that parking be restricted from January 1 to March 31 on both sides of the road
in both directions.
Residents in the immediate area were surveyed on this proposed parking regulation change in
February 2014. The results of the survey are as follows:
8 responses in favour of PROPOSAL A: Prohibit on-street parking at anytime from
January 1 to March 31 on the east side of
Pandora Crescent from a point 45 metres north of
Pandora Avenue North to East Avenue and on
the west side of Pandora Avenue North and
Pandora Crescent from Lydia Street to East
Avenue.
4 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
12 responses received in total (out of 14 — 86% responded)
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1500 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
Residents were surveyed regarding this proposed parking regulation change through a mail out
sent in February 2014 to residents in the immediate area. Recommendations within this report
reflect the results of this resident survey.
