BACKGROUND:
Report INS-14-033 was submitted to the Community and Infrastructure Services Committee on
March 17, 2014, recommending that on-street parking be prohibited during the winter months on
Pandora Crescent. As a result of this meeting, Transportation Services staff was directed to
review the possibility of providing some short term permissive parking to allow residents to
move their vehicles from their driveways when shoveling snow. This was in response to
comments provided via email by one resident of Pandora Crescent.
REPORT:
Transportation Services staff have reviewed the matter at hand and have determined that
providing short term on-street parking concurrently with no parking anytime January 1 to
March 31 would negate the purpose of the winter parking prohibition. The primary concern
that was raised in opposition of the recommended change to the on-street parking regulations
was related to residents removing snow from their driveways. It was suggested that allowing
short term on-street parking would aid residents in their snow removal.
Transportation Services staff have contacted Parking By-law Enforcement staff for comment
on this issue.
This is a situation that regularly occurs throughout residential streets in the
City. Where a vehicle is illegally parked, but it is clear and in plain view to the
officer that there is temporary driveway maintenance actively underway,
including someone with care and control over the vehicle to move it if required,
the officer will typically grant discretion to allow the work to be completed.
Again, this is predicated on the fact that there is someone visibly able to
remove the vehicle if an urgent situation arises. If the vehicle is left unattended
and no active driveway maintenance is visible to the officer, a ticket may be
issued.
On-street parking is provided on other roads in the immediate vicinity of Pandora Crescent. A
map showing locations of permitted on-street parking in the area is attached to this report.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners,
including all orders of government, to create a culture of safety in our community.” By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1500 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
Residents were surveyed regarding this proposed parking regulation change through a mail out
sent in February 2014 to residents in the immediate area. Recommendations within this report
reflect the results of this resident survey.
