HomeMy WebLinkAbout2014-03-11 CYCLING ADVISORY COMMITTEE MINUTES MARCH 11, 2014 CITY OF KITCHENER Cycling Advisory Committee met on this date commencing at 4:10 p.m. Present: Ms. M. Sehl, Councillor Y. Fernandes, Ms. M. Generoux, Messrs. M. Boos (Vice-Chair), P. Dedes (Chair), M. Arges, T. Reiser, T. Boutilier and W. Sleeth Staff: Mr. J. Joseph Guest: Philip Martin Regrets: Messrs. S. Gibson, P. Walberg, M. Parris, L. Oakey 1. CYCLING INTO THE FUTURE OVERVIEW Philip Martin made a presentation of his cycling program, aimed for students in grade 5 at local schools. Looking for feedback and recommendations from the Cycling Committee. Looking to make it more accessible and more sustainable. Reaching out to more schools, and looking to offer the course to a broad range of backgrounds and abilities. Course is rooted in the school curriculum and includes a self-assessment module. Program will be held during school hours. Challenges: Cost ($15 per student), safety and liability, availability of CAN-Bike instructors Mr. Martin is inviting members of the committee to get involved with this program. CAN-Bike certified instructor at each school? Discussion about educating phys- ed. teachers, supply teachers or crossing guards for CAN-Bike. 2. STAFF INITIATIVES AND BUDGET UPDATES Mr. Joseph is working with Mr. Parris on signage and wayfinding within the City - finalizing design and developing mock-ups to bring to groups for feedback Looking into routes for signage more significant updates in April Trail crossings Iron Horse Trail looking good for upgrades for the on-road portions. Much of it hinges on Book 18. Nyberg the design is done, sending to I &T for comments, and getting to residents. Courtland and Stirling, no updates yet, still waiting on Region By-law review meeting with regional staff to discuss next steps Mill and Ottawa: the approved design is alternative 1, the design that does not eliminate the left hand turn. Allowing more vehicles to turn in and out. Approved from regional council a while ago Planning Around Rapid Transit Stations: TDM strategy of integrating other modes of transportation with rapid transit. Consultant will be hired to provide higher level recommendations. Will come back to committee for future feedback Mr. Joseph is helping Mr. Martin along with the program CYCLING ADVISORY COMMITTEE MINUTES MARCH 11, 2014 CITY OF KITCHENER Councillor Fernandes sees hurdles in the program, but calling out to committee to pass on names of people who may be interested in participating in the program. People who have time and energy, or a CAN-Bike instructor. Any funding done for this program will be done on a pilot basis for now. There was discussion on long term sustainability. Marta suggested that Mr. Martin look towards the parent board within schools for subsidy, for the students that cannot afford the program, for sustainability. Mr. Dedes suggested funding CAN-Bike instructor training, as opposed to student training. Marta suggested looking towards the Easy-Riders. 3. EARTH DAY ACTIVITIES AND COMMUNITY RIDES th Earth Day activities are being held on Saturday, April 26. Activities include a park clean-up and other programs. Mr. Joseph is a the event. Earth Day organizers are interested in a community bike ride for the event. Potential to leave at 10 a.m. from McLennan Park to Huron Park. Mr. Arges would like the community ride to be outside the downtown, from one community centre to another. Councillor Fernandes suggested CAC members to be at the parks. Mr. Arges will look into this and bring something to next meeting regarding the development of Councillor Ride: Discussion around how often this ride should take place. Councillor Fernandes M. Sehl suggested keeping the ride fresh, potentially changing up the ride - possibly making it ward specific. Mr. Arges suggested the rides go through routes that show the newly invested infrastructure. 4. MANDATE RECOMMENDATIONS Four proposals were circulated from Mr. Sleeth to open up the discussion Committee members should be prepared to have decision by next meeting The Cycling Committee discussed the options, to be finalized in April 5. SUB-COMMITTEE UPDATES Infrastructure & Technical committee spent last meeting looking at Hole of the Trans Canada Trail - End of Nyberg to Manitou. Mr. Sleeth was trying to knit a route through it. At #1 and #2, the Cycling Master Plan has the trail coming onto the Rockway Golf Course, which is a problem because of conflict with golfers. The sub- committee suggested the trail come off the golf course, and onto Sydney and turn onto Bedford. Carwood and Courtland would be a good place for a crossing. Their suggestion was to have it off road, with a 5m space. #7 does not cross the tracks because of the RT. The crossing of the rail lines at that point may not be supported, because of train speeds - suggested to implement a trail parallel to it instead. Mr. Sleeth mentioned that this is their highest priority trail, and must do additional research on #5 and #6 before proceeding with #7. This will involve reconfiguring the creek, but will need to negotiate with rail lines. #5, #6 and #7 are not on the work plan. 6. DRAFT KCAC REPORT CARD PEG Sub-committee has created a draft report card to reflect where the city is, compared to the other cities - the League of Americans have areas of measurement that education, enforcement, engineering, evaluation, encouragement. Discussion from Committee PEG looking for comments on Report Card 7. BIKE TUBE COUNTERS AND DATA COLLECTION Final locations to staff this week 8. ELECTING A NEW COMMITTEE MEMBER Committee went through process of electing a new member On a motion by Mr. P. Dedes It was resolved and carried: o Committee to bring on two new members 9.
