HomeMy WebLinkAboutCouncil - 2014-04-07 SSPECIAL COUNCIL MINUTES APRIL 7, 2014 CITY OF KITCHENER A special meeting of City Council was held at 10:04 a.m. this date, chaired by Mayor C. Zehr with all members present except Councillors B. Vrbanovic and P. Singh. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. IN- CAMERA MEETING AUTHORIZATION Moved by Councillor B. loannidis Seconded by Councillor K. Gal loway- Sealock "That pursuant to Section 25.4.4(f) of Chapter 25 (Council Procedure) of the Municipal Code, Council waive the requirement for Notice of Motion to allow for the addition of a land acquisition / disposition matter to the in- camera agenda for this date." Carried by the required 2/3 of members present. Moved by Councillor D. Glenn- Graham Seconded by Councillor S. Davey "That an in- camera meeting of City Council be held this date to consider two land acquisition / disposition matters and a matter under another Act." Carried. 2. RECESS AND RE- CONVENE The meeting then recessed at 10:05 a.m. and re- convened at 4:33 p.m., chaired by Mayor C. Zehr with all members present except Councillor B. Vrbanovic. 3. CSD -14 -017 — THREE -HOUR PARKING BY -LAW — PILOT PROJECT Council considered a recommendation arising from the Community and Infrastructure Services Committee held earlier this date. Councillors Y. Fernandes and J. Gazzola expressed concerns with dealing with this matter this date, suggesting that it would be preferable to consider it at the April 14, 2014 Council meeting. Mr. M. May, Deputy CAO — Community Services, indicated staff had requested that this item be considered by Council this date, because the current pilot program for enforcement practices (no enforcement of the three (3) hour parking limit from 11 p.m. to 6 a.m.), expired April 1, 2014. Mayor C. Zehr advised he would accept a deferral motion on this matter subject to the pilot program being extended to April 15, 2014. Moved by Councillor Y. Fernandes Seconded by Councillor J. Gazzola "That the pilot program for enforcement practices (no enforcement of the three (3) hour parking limit from 11 p.m. to 6 a.m., April 1 to November 30), as outlined in Infrastructure Services Department report INS -13 -028, be extended to April 15, 2014; and further, That consideration of the following motion be deferred to the April 14, 2014 Council meeting to allow an additional opportunity for the public to provide feedback on this matter: `That staff be directed to continue the program of not enforcing the three (3) hour time limit provision of the City's Uniform Traffic By -Law 2007 -138, between the hours of 11 p.m. and 6 a.m., from April 1 to November 30, each year, as outlined in Community Services Department report CSD -14- 017. Glenn- Graham "That leave be given the Mover and Seconder to introduce a by -law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2014 -039 by the Clerk."
