INS-14-038 - ON-STREET PARKING REGULATIONS - CHESTNUT STREET
1.
The Committee considered Infrastructure Services Department report INS-14-038, dated
March 10, 2014 recommending the reinstatement of a 3-hour parking time limit on the south
side of Chestnut Street.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That the Uniform Traffic By-law be amended to permit parking for a maximum period of
three consecutive hours on the south side (odd number side) of Chestnut Street from
Frederick Street to Mansion Street, as outlined in Infrastructure Services Department
report INS-14-038.”
INS-14-039 - ON-STREET PARKING REGULATIONS - FERGUS AVENUE
2.
The Committee considered Infrastructure Services Department report INS-14-039, dated
March 10, 2014 recommending a parking prohibition at anytime from January 1 to March 31 on
the east side of Fergus Avenue.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That the Uniform Traffic By-law be amended to prohibit parking at anytime from
January 1 to March 31 on the east side (odd number side) of Fergus Avenue from
Weber Street East to Thaler Avenue, as outlined in Infrastructure Services Department
report INS-14-039.”
CSD-14-023 - MUNICIPAL ALCOHOL POLICY

The Committee considered Community Services Department report CSD-14-023, dated March
17, 2014 recommending that Council Policy I-325 (Municipal Alcohol Policy), be repealed and
replaced. Ms. K. Woodcock was in attendance and responded to questions from the
Committee.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That Council Policy I-325 (Municipal Alcohol Policy), be repealed and replaced with the
revised Council Policy I-325 (Municipal Alcohol Policy) dated April 7, 2014, as attached
in Community Services Department report CSD-14-023, effective July 1, 2014.”

INS-14-043 - NEW APPOINTMENTS - CYCLING ADVISORY COMMITTEE

The Committee considered Infrastructure Services Department report INS-14-043, dated
March 18, 2014 recommending appointments to the Cycling Advisory Committee.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That Ms. Victoria Van Cappellen and Ms. Gwyneth Mitchell be appointed to the
Cycling Advisory Committee for the term ending November 30, 2014, as outlined in
Infrastructure Services Department report INS-14-043.”
INS-14-044 - NOISE EXEMPTION - WEBER STREET ROAD WIDENING
5.
The Committee considered Infrastructure Services Department report INS-14-044, dated
March 18, 2014 recommending an exemption to Chapter 450 (Noise) of the City of Kitchener
Municipal Code for the Region of Waterloo and its contractors for the construction work related
to the Weber Street Road widening.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That the Region of Waterloo and its contractor(s) be exempt from the provisions of
Chapter 450 (Noise) of the City of Kitchener Municipal Code Article 6 (Construction
Work) during the Weber Street widening contract No 2013-121 in the City of Kitchener,
as outlined in Infrastructure Services Department report INS-14-043; and further,
The request for the noise by-law exemption is between the hours of 7:00 p.m. and 7:00
a.m. Monday to Friday for the period April 1, 2014 to December 19, 2014.”
INS-14-037 - STORMWATER MANAGEMENT POLICY REVIEW

The Committee considered Infrastructure Services Department report INS-14-037, dated
March 20, 2014 recommending the development of a Stormwater Master Plan to replace
Council Policy I-1135 (Stormwater Management Policy). Mr. N. Gollan, Ms. B. Robinson and
Mr. D. Maunder, Aquafor Beech Ltd. presented the report and responded to questions from the
Committee.
In response to questions, Mr. Gollan agreed to circulate information outlining a list of the other
Ontario municipalities that have already completed a Stormwater Master Plan and the costs
they incurred to complete the Plans. In addition, Mr. Gollan advised that the creation of a
Stormwater Master Plan will take approximately 18 months to 2 years to complete, noting that
a member of Council, as well as a member of the Environmental Committee, is invited to
participate on the Stormwater Master Plan Steering Committee.
On motion by Mayor C. Zehr -
it was resolved:
“That staff be directed to proceed with the development of Stormwater Master Plan as a
Municipal Class Schedule B Environmental Assessment to replace Council Policy I-
1135 (Stormwater Management Policy) dated December 10, 2001, as outlined in
Infrastructure Services Department report INS-14-037.”
INS-14-034 - STORMWATER MANAGEMENT MONITORING RESULTS

The Committee considered Infrastructure Services Department report INS-14-034, dated
March 20, 2014 regarding the 2013 Stormwater Audit Technical Memorandum and the 2014
recommendations. Mr. N. Gollan, Ms. B. Robinson and Mr. C. Denich, Aquafor Beech Ltd.
presented the report and responded to questions from the Committee.
Councillor J. Gazzola left the meeting at this time.

INS-14-034 - STORMWATER MANAGEMENT MONITORING RESULTS (CONT’D)

On motion by Councillor Y. Fernandes -
it was resolved:
“That the 2013 Stormwater Audit Technical Memorandum and 2014 recommendations
be endorsed, as attached to Infrastructure Services Department report INS-14-034.”
CSD-14-017 - THREE HOUR PARKING BY-LAW - PILOT PROJECT

The Committee considered Community Services Department report CSD-14-017, dated March
25, 2014 recommending that staff continue the current practice of not enforcing the three hour
parking limit between 11 p.m. and 6 a.m. Mr. S. Turner presented the report and responded to
questions from the Committee.
In response to questions, Mr. Turner advised that the recommendation being considering this
date is a direction staff, it does not include an amendment to the Uniform Traffic By-law to
remove the three hour parking limit.
Questions were raised regarding the status of the pilot project to permit boulevard parking in
Ward 5; which was considered in conjunction with the three hour parking pilot program. Mr.
Turner advised that staff are currently undertaking a review of the Ward 5 boulevard parking
matter and anticipate reporting back before the end of 2014. At the request of Councillor K.
Galloway-Sealock, Mr. Turner agreed to endeavour to report back on that matter by June 23,
2014.
It was noted in the agenda that any recommendation from this Committee will be considered at
the special Council meeting to be held later this date.
Councillor J. Gazzola re-entered the meeting at this time.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That staff be directed to continue the program of not enforcing the three (3) hour time
limit provision of the City's Uniform Traffic By-Law 2007-138, between the hours of 11
p.m. and 6 a.m., from April 1 to November 30, each year, as outlined in Community
Services Department report CSD-14-017.”
INS-14-036 - GUELPH STREET - TRAFFIC CALMING REVIEW

The Committee considered Infrastructure Services Department report INS-14-036, dated
February 26, 2014 recommending the installation of various traffic calming measures on
Guelph Street. Mr. J. Readman presented the report.

The following motion was on a recorded vote.
On motion by Councillor D. Glenn-Graham -
it was resolved:
“That a road narrowing be installed on Guelph Street at:
• Margaret Avenue;
• Woodward Avenue;
• Crestwood Avenue;
• Floyd Street;
• St. Leger Street;
• Edwin Street;
• Arnold Street;
• Englewood Place; and,
That parking be prohibited at anytime on both sides of Guelph Street encompassing the
narrowed roadway at:

That parking be prohibited at anytime on the west side of Guelph Street from Margaret
Avenue to St. Leger Street; and,
That parking be prohibited at anytime on the east side of Guelph Street from St. Leger
Street to Lancaster Street West; and further,
That bicycle sharrows along with complementary cycling signage be installed on Guelph
Street from Moore Avenue to Lancaster Street West, as outlined in Infrastructure
Services Department report INS-14-036.”
INS-14-042 - TRAFFIC CALMING POLICY & PRIORITY

The Committee considered Infrastructure Services Department report INS-14-042, dated
March 14, 2014 recommending that Council Policy I-1235 (Traffic Calming), be repealed and
replaced. Messrs. J. Readman and K. Carmichael presented the report and responded to
questions from the Committee.
Carried Unanimously
The following motion was on a recorded vote.
On motion by Councillor Y. Fernandes -
it was resolved:
“That the existing Council Policy I-1235 (Traffic Calming), dated August 30, 2004 be
repealed and replaced with the revised Council Policy I-1235 (Traffic Calming), as
attached in Infrastructure Services Department report INS-14-042.”
INS-14-046 - 2014 TRAFFIC CALMING PRIORITY

The Committee considered Infrastructure Services Department report INS-14-046, dated
March 19, 2014 regarding the traffic calming priorities for 2014. Messrs. J. Readman and K.
Carmichael were in attendance and responded to questions from the Committee.
Mayor C. Zehr left the meeting at this time.
In response to questions, Mr. Carmichael agreed to extend the proposed traffic calming review
limit for Doon Mills Drive to Tilt Drive, rather than Anvil Street as noted in the staff report.
On motion by Councillor S. Davey -
it was resolved:
“That traffic calming reviews be initiated in 2014, as outlined in Infrastructure Services
Department report INS-14-046, for the following streets:
• Doon South Drive - Homer Watson Boulevard to Robert Ferrie Drive;
• Doon Village Road - Homer Watson Boulevard to Anvil Street; and,
• Westheights Drive - Highland Road to Highland Road.”
CSD-14-003 - FESTIVAL OF NEIGHBOURHOODS CAPITAL GRANT

The Committee considered Community Services Department report CSD-14-003, dated March
7, 2014, recommending that the annual funds Community Grants Tier 3 program funds be

reallocated to the Festival of Neighbourhoods capital improvement grant program. Ms. J.
Ouellette and Mr. J. MacDonald were in attendance and responded to questions from the
Committee.
Mayor C. Zehr re-entered the meeting.
Councillor K. Galloway-Sealock brought forward a motion to approve the recommendation
contained in report CSD-14-003, with an amendment that the capital improvement grant to the
Festival of Neighbourhoods be increased from $20,980. to $21,000.

The following motion was then voted on and was by a recorded vote, with Mayor C.
Zehr and Councillors B. Ioannidis, D. Glenn-Graham, F. Etherington, K. Galloway-Sealock, P.
Singh, S. Davey, Y. Fernandes and Z. Janecki voting in favour; and, Councillor J. Gazzola
voting in opposition.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That the Council Policy I-525 (Community Investment) be amended to remove the
Community Grants Tier 3 program; as outlined in Community Services Department
report CSD-14-003; and,
That the annual funds from the Community Grants Tier 3 program be reallocated to the
Festival of Neighbourhoods capital improvement grant on an ongoing basis; and further,
That the annual capital improvement grant to the Festival of Neighbourhoods be
increased from $20,980. to $21,000.”
