REPORT TO: Community and Infrastructure Services Committee
DATE OF MEETING: April 7, 2014
SUBMITTED BY: Justin Readman, Director of Transportation Services
PREPARED BY: Justin Mishko, Traffic Technologist,
519-741-2200, extension 7153
WARD(S) INVOLVED: Ward 10
DATE OF REPORT: March 10, 2014
REPORT NO.: INS-14-038
SUBJECT: ON-STREET PARKING REGULATIONS — CHESTNUT
STREET
RECOMMENDATIONS:
That parking be permitted for a maximum period of three consecutive hours on the
south side (odd number side) of Chestnut Street from Frederick Street to Mansion
Street; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Chestnut Street from Frederick Street to Mansion Street retains residential development on both
sides of the right-of-way and is in close proximity to the downtown area. In response to a
request from a local resident, on-street parking regulations will have to be reviewed.
REPORT:
Currently on-street parking is permitted on the south side of Chestnut Street from Frederick
Street to Mansion Street for a maximum period of one hour, Monday to Friday from 8:00 a.m.
to 6:00 p.m., and for a maximum period of three consecutive hours outside those days and
times. Parking is prohibited at anytime on the north side of Chestnut Street from Frederick
Street to Mansion Street, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-
138.
Transportation Services has received a request to review the existing parking regulations on
Chestnut Street, specific to increasing the time period in the parking permitted area to three
consecutive hours.
1 - 1
Residents in the immediate area were surveyed on this proposed parking regulation change in
February 2014. The results of the survey are as follows:
13 responses in favour of PROPOSAL A: Allow on-street parking for a maximum period of
three consecutive hours on the south side (odd
number side) of Chestnut Street from Frederick
Street to Mansion Street.
2 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
15 responses received in total (out of 28 — 54% responded)
As a result of this survey, Transportation Services is recommending that parking be permitted
for a maximum of three consecutive hours on the south side of Chestnut Street from Frederick
Street to Mansion Street.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign removals for the roadway is $200 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
Residents were surveyed regarding this proposed parking regulation change through a mail out
sent in February 2014. Recommendations within this report reflect the results of this resident
survey.
