The report outlined several revisions to the previous traffic calming policy. These revisions have reprioritized evaluation criteria and modified processes to provide a more fair and more consistent review of streets, better defining and prioritizing the individual streets that are most in need of traffic calming, from a traffic safety perspective. Through budget deliberations, the budget for traffic calming for 2014 has been approved to support the provision of traffic calming measures for three (3) traffic calming reviews. REPORT: The intent of traffic calming is to reduce vehicle speeds, deter non-residential traffic from the area and reduce the incidence of collisions, thereby increasing safety for all users within the right-of-way. The types of traffic calming measures chosen depend on the issues being addressed and the function of the road. Transportation Services manages a traffic calming priority list. This list includes all streets requested for traffic calming, by way of Council or the general public, that have been received to date. These streets are reviewed on an annual basis, with respect to speed, volumes, collisions and safety factors. Attached is the current traffic calming priority list for warranted roadways (Appendix "A"). 6 - 1 2013 TRAFFIC CALMING REVIEWS The following is a summary of traffic calming reviews that were initiated in 2013: • Pioneer Drive— Homer Watson Boulevard to Doon Village Road • Heiman Street— Mill Street to Highland Road • Franklin Street North - Weber Street to Ottawa Street • Trussler Road — Highland Road to Ira Needles Boulevard All reviews that were initiated in 2013 are anticipated to be completed in spring 2014, with potential measures installed in in late 2014/2015. It should be noted that all roadways are reviewed approximately one (1) year after the implementation of traffic calming measures. These reviews ensure that the measures are addressing the traffic concerns raised and that local residents still support their provision. It should also be noted that since these studies have been initiated, all traffic calming initiatives reviewed have been supported by their respective neighbourhoods. PROPOSED TRAFFIC CALMING REVIEWS -2014 There are a total of 57 roadways that currently meet the minimum requirements for a traffic calming review. Because of the revised traffic calming policy, Transportation Services no longer has to determine reviews to be conducted between separate priorities for local, minor and major collector roadways as all roadways are included within one general priority list. The following roadways are the top 3 locations on the new traffic calming priority list and are therefore recommended for a traffic calming review: Doon South Drive— Homer Watson Boulevard to Robert Ferrie Drive Doon South Drive is first on the priority ranking with 83 points. Studies conducted showed concerns with speeding and volume, both of which can be targeted through the traffic calming review. While the Doon South Community is still not fully developed, it is acknowledged that as development continues, volumes may increase along Doon South Drive, thereby potentially causing additional traffic concerns if not appropriately addressed. Refer to Appendix B for a plan which shows Doon South Drive, and the surrounding neighbourhood. Doon Village Road—Homer Watson Boulevard to Anvil Street Doon Village Road is second (and third) on the priority ranking with 74 (and 71) points. Studies conducted showed concerns with speeding and volume, both of which can be targeted through the traffic calming review. Similarly to Doon South Drive, Doon Village Road provides as a primary connection to to the Doon South Community and may experience an increase in overall volume and potential traffic concerns. The Region is currently conducting an Environmental Assessment for roadways improvements along Homer Watson Boulevard, and it is anticipated that any intersection improvements for the 6 - 2 intersection of Homer Watson Boulevard and Doon Village Road will potentially be integrated with any potential traffic calming measures. Refer to Appendix C for a plan which shows Doon Village Road and the surrounding neighbourhood. Westheights Drive Westheights Drive between Driftwood Drive and Autumn Hill Crescent is the third roadway listed on the priority ranking with 66 points. The remainder of Westheights Drive is 12th on the priority ranking with 58 points. Westheights Drive is currently scheduled to undergo a review for a "road diet", including the implementation of on-street cycling facilities as recommended in the Cycling Master Plan, and therefore, Transportation Services views this as the opportune time to review the roadway in its entirety, collaborate on community outreach and integrate traffic calming within changes that are required to implement cycling facilities. Refer to Appendix D for a plan which shows Westheights Drive and the surrounding neighbourhood. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." FINANCIAL IMPLICATIONS: The $165,000 budget approved for traffic calming will be applied directly to installing measures for the recommended reviews. COMMUNITY ENGAGEMENT: Residents/businesses in the neighbourhood are involved with the traffic calming process by way of public meetings and resident surveys.
