BACKGROUND: The Waterloo Region Unit of the Canadian Cancer Society is organizing their annual Relay For Life fundraiser at Resurrection High School on June 13 and 14, 2014. The event will take place outside, thus they are requesting an exemption from the City's Noise By-law (Chapter 450). A copy of their exemption request is attached. REPORT: This fundraising event has happened for several years at local high schools. It has been held at Resurrection High School over the past 4 years. Cancer Society staff do recall there being a concern raised by an area resident prior to the event that was held in 2011. They monitored the noise from the area in question and indicate that they did not receive a complaint. In addition, the By-law Enforcement office did receive 1 concern from an area resident prior to the 2013 event. This concern was raised as a result of the Cancer Society's advance notice to the adjacent neighbourhood. The concern was communicated to the Cancer Society, who worked to implement some measures to reduce the noise impact by placing their speaker system appropriately. Staff reconnected with the area resident recently and assured the resident that staff will be working with the Cancer Society to continue their efforts to mitigate the noise impact, particularly between 11 PM and 6 AM. 1 - 1 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The aforementioned amendments support the Community Priority of Quality of Life, as contained in the City's Strategic Plan. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: The Canadian Cancer Society will ensure that the adjacent neighbourhood is apprised of the event in advance of the event date. Box 1118 200 King Street West Kitchener, ON N2G 4G7 Dear City Councilors, Re: Request for Exemption to Chapter 450 noise of the City of Kitchener Municipal Code on lune 13 2014 - lune 14 2014 On behalf of the Canadian Cancer Society, I would like to request that City Council grant an exemption to Chapter 450 (noise) of the City of Kitchener Municipal Code for the duration of 7:00 a.m. Friday,June 13, 2014- 12.00 p.m. Saturday,June 14, 2014 for the Canadian Cancer Society's Relay For Life event being held at Resurrection Catholic Secondary School, 455 University Ave West. Relay For Life is a 12-hour, non-competitive, overnight event celebrating cancer survivors, remembering loved ones lost to cancer and fighting back to make cancer history. it is held between 7 p.m. and 7 a.m. Now in its 9" year, the Kitchener-Waterloo event attracts approximately 1,000 community members annually through participation, volunteerism and sponsorship. This event helps the Society to fund critical life-saving research and vital support services for people living with cancer. In preparation for this event, the organizing committee will place a notice on the door of each of the homes surrounding the school notifying the home owners that on June 13-14, 2014 from 7:00 p.m. to 7:00 a.m. Relay For Life will be taking place. These notices will be posed in early May 2014 in an attempt to notify the surrounding community and garner their support for the event.
