SUBJECT: ON-STREET PARKING REGULATIONS —TURNER
AVENUE
RECOMMENDATION:
That parking be prohibited at anytime on the north side (even number side) of Turner
Avenue from Victoria Street North to Frederick Street; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Turner Avenue from Victoria Street North to Frederick Street is a local roadway that retains
residential development on both sides of the right-of-way. In response to an identifiable
operational concern, on-street parking regulations will have to be reviewed.
REPORT:
Currently on-street parking is permitted on both sides of Turner Avenue between Victoria
Street North and Frederick Street for a maximum period of three consecutive hours, as
outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking regulations on
Turner Avenue. The request cited concerns of vehicles parking on-street obstructing the safe
operation of two way traffic and emergency vehicle access and recommended that parking be
restricted on one side of the road.
Residents in the immediate area were surveyed on this proposed parking regulation change in
February 2014. The results of the survey are as follows:

5 responses in favour of PROPOSAL A: Prohibit on-street parking at anytime on the north
side (even number side) of Turner Avenue from
Victoria Street North to Frederick Street.
2 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
8* responses received in total (out of 13 — 62% responded)
* One response received did not contain a vote.
As a result of this survey, Transportation Services is recommending that parking be prohibited
at anytime on the north side of Turner Avenue from Victoria Street North to Frederick Street.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By working
with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $600 and will be taken from the
existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
Residents were surveyed regarding this proposed parking regulation change through a mail out
sent in February 2014. Recommendations within this report reflect the results of this resident
survey.
