SUBJECT: T14 -031 - Phase II Expansion of Williamsburg Cemetery
RECOMMENDATION:
That Tender T14 -031 Phase 2 Expansion of Williamsburg Cemetery , be awarded to Bomar
Landscaping Inc., Guelph, Ontario at their tendered price of $389,885., plus provisional items
of $31,516.80, plus H.S.T. of $54,782.23, for a total of $476,184.03.
BACKGROUND:
Based on principles outlined in the Cemeteries Operation and Strategic Plan (CSD -06 -016),
Council directed that the City remain in the Cemetery business on a long term basis and that
further development of Williamsburg Cemetery continue. In order to meet this objective
landscape plans and major construction works have been completed. This next phase of
development would include the installation of roads, services, seeding and landscape planting.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were picked up by
forty -seven (47) interested parties, and by the closing date of Thursday April 3, 2014, ten (10)
tenders had been received.
The tenders were reviewed by L. Eckel- Braun, Manager of Cemeteries, and A. Gebhardt, MMM
Group, who concur with the above recommendation.

FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the
upset limit is within the funding available (B) for this project. Funding for this project is
included within the approved capital budget. The estimated surplus (E) will remain in the
project budget to fund the next stages of Phase 11.
