SUBJECT: T14-024 Foundation Restoration – Schoerg Barn

RECOMMENDATION:

That Tender T14-024 Foundation Restoration – Schoerg Barn, be awarded to
Construction Innovations Inc., Guelph, Ontario
at their tendered price of $187,900.,
including contingency of $20,000., plus $15,000. for dismantling and reconstruction of failed
portions of the field stone wall, including specified mortar joints, plus H.S.T. of $26,377., for a
total of $229,277.
BACKGROUND:
Council designated the Schoerg Barn as a protected heritage resource pursuant to the Ontario
Heritage Act on December 13, 2004. The barn structure was subsequently demolished by its
owner; however, the foundation remains and is currently in City ownership. The restoration of
the barn foundation through the work of these tenders will ensure the conservation of this
valuable heritage resource.
In addition to the foundation restoration, the tender included a provisional item to complete
necessary restoration of a wall in close proximity to the foundation.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were picked up by
forty-two (42) interested parties, and by the closing date of Thursday April 17, 2014, four (4)
tenders had been received.
The tenders were reviewed by W. Sleeth, Landscape Architect, who concurs with the above
recommendation.

The City of Kitchener’s purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the upset
limit is within the budget allowance (B) provided within the budget. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will remain in the
account in order to complete final site improvements.

informed of purchasing recommendations to Council through the public reports which are
included with the Council agenda the week prior to the Council meeting.
