HomeMy WebLinkAbout2014-05-06 HERITAGE KITCHENER MINUTES MAY 6. 2014 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:03 p.m. Present: Ms. E. Rudland Vice-Chair Councillor F. Etherington, Ms. Bev Glenn-Graham, and Messrs. K. Kirby, S. Burrows, S. Thomson and J. Stevens. Staff: L. Bensason, Coordinator of Cultural Heritage Resources M. CSD-14-046 - HERITAGE PERMIT APPLICATION HPA 2014-IV-005 - 1165 DOON VILLAGE ROAD - NEW SINGLE DETACHED DWELLING The Committee considered Community Services Department report CSD-14-046, dated April 24, 2014 recommending approval of Heritage Permit Application HPA-14-IV-005 to permit the construction of a new single detached dwelling at the severed lot of the property municipally addressed as 1165 Doon Village Road and proposed to be addressed as 1175 Doon Village Road. Ms. M. Drake presented the Report. On motion by Mr.J. Stevens- it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2014-IV-005 be approved to permit the construction of a new single detached dwelling with breezeway and attached garage at the severed lot of the property currently municipally addressed as 1165 Doon Village Road and proposed to be addressed as 1175 Doon Village Road in accordance with the supporting information submitted with the application subject to the following conditions: 1. That tree protection fencing be in place and certified by a landscape architect (or equivalent qualified consultant) prior to issuance of a building permit; and, 2. That the final building permit drawings be reviewed and heritage clearance provided by heritage planning staff prior to the issuance of a building permit. The future heritage permit applications for the severed lot of the property currently municipally addressed as 1165 Doon Village Road and proposed to be addressed as 1175 Doon Village Road that comply with the policies and guidelines of the Upper Doon Heritage Conservation District Plan be processed in accordance with the City's by-law that delegates certain authority of Council to consent to permits for the alteration of property under Parts IV and V of the Ontario Heritage Act." 2. CSD-14-036 - LISTING OF NON-DESIGNATED PROPERTY OF CULTURAL HERITAGE VALUE OR INTEREST ON THE MUNICIPAL HERITAGE REGISTER The Committee considered Community Services Department report CSD-14-036, dated April 22, 2014 recommending listing various properties on the Municipal Heritage Register. Ms. M. Drake presented the Report. Ms. Drake advised that the owner of 85 Queen Street North has requested time to provide additional comments. She suggested the Committee could choose to defer consideration of listing the property on the Municipal Heritage Register to the June 3, 2014 Heritage Kitchener meeting. Mr. Neil Koebel and Mr. Jorge Cortes appeared on behalf of the owners of 82 Weber Street East in opposition to the listing of the property on the Municipal Heritage Register. Mr. Koebel and Mr. Cortes indicated that the attributes of the property are not historically significant and do not warrant heritage conservation. Mr. Cortes pointed out that the evaluation form completed by the Field Team and the Evaluation Subcommittee is not indicative of conclusive contextual value. Mr. Koebel and Mr. Cortes requested removal from the list of heritage properties for consideration this date stating that the property is part of a larger redevelopment plan with the intent to demolish the building. CSD-14-036 - LISTING OF NON-DESIGNATED PROPERTY OF CULTURAL HERITAGE VALUE OR INTEREST ON THE MUNICIPAL HERITAGE REGISTER (CONT'D) Mr. K. Kirby brought forward a motion to remove 82 Weber Street East from the list of properties for consideration for listing on the Municipal Heritage Register as it is not representative of a building with heritage value. Mr. S. Burrows responded that in his opinion and experience as a member of the Field Team, the building is a unique and interesting example of architectural use of concrete in the modern style that is well executed. Ms. Drake pointed out that the building was exemplified in "Images of Progress 1946-1996 Modern Architecture in Waterloo Region" by Steven Mannell. Mr. Kirby's motion was then voted on and was Lost. On motion by Mr. S. Burrows- it was resolved: "That pursuant to Section 27 of the Ontario Heritage Act, the following property be listed on the Municipal Heritage Register each as a non-designated property of cultural heritage value or interest, in accordance with the respective Statement of Significant, attached as Appendix A', to Community Services Department report CSD-14-036: • 82 Weber Street East." A motion was brought forward by Mr. S. Thomson to defer consideration of listing 85 Queen Street North on the Municipal Heritage Register to the June 3, 2014 Heritage Kitchener meeting to allow time for the owner to provide additional comments. On motion by Mr. S. Thomson - it was resolved: "That consideration of listing 85 Queen Street North on the City's Municipal Heritage Register be deferred to the June 3, 2014 Heritage Kitchener meeting to allow time for the property owner to submit additional comments." On motion by Mr. K. Kirby, the recommendation within Community Services Department report CSD-14-036 was brought forward for consideration save and except the properties municipally addressed as 82 Weber Street East and 85 Queen Street North. On motion by Mr. K. Kirby- it was resolved: "That pursuant to Section 27 of the Ontario Heritage Act, the following properties be listed on the Municipal Heritage Register each as a non-designated property of cultural heritage value or interest, in accordance with the respective Statement of Significant, attached as Appendix A', to Community Services Department report CSD-14-036: • 19 Benton Street; • 234 Cameron Street North; • 53 Church Street; • 16 Clarence Place; • 240 Frederick Street; • 265 Frederick Street; • 11 Irvin Street; • 14 Irvin Street; • 18 Irvin Street; • 160 Lancaster Street East; • 20 Linden Avenue • 58 Louisa Street; • 86 Louisa Street HERITAGE KITCHENER MINUTES MAY 6. 2014 -13 - CITY OF KITCHENER 2. CULTURAL HERITAGE LANDSCAPE STUDY-UPDATE Mr. L. Bensason provided an update on the Cultural Heritage Landscape Study advising that LandPlan Collaborative has been retained to complete the Study. He indicated that a Study Team has been established and includes Ms. A. Hooykaas and Councillor F. Etherington representing Heritage Kitchener. He stated that the Committees are working hard to review approximately 57 pre-screened properties and that a public meeting will be held on June 11, 2014 to report on the findings of the examination and advise on the public input process and identification processes for other cultural heritage landscapes. He noted that there is a website for the project that can be found under Historic Places Kitchener on www.kitchener.ca. 4.
