BACKGROUND: On May 23, 2013, IRC Building Sciences Group London Inc. (IRC) performed a visual review of the existing roof at Kitchener Operations Facility, 131 Goodrich Drive. It is IRC's recommendation that the roof area at the front of the building above the offices on the second floor, be replaced. The existing roof system consists of a mechanically fastened ethylene propylene diene terpolymer (EPDM) membrane. During the review it was observed that numerous repairs have been completed on the existing EPDM membrane and the roof area has a history of ongoing roof leaks due to membrane punctures and seam delimitation. The average life expectancy of a single ply roof system is 12 -20 years depending on materials and level of maintenance (the life expectancy of 15 years is a benchmark commonly used when planning future roof replacement strategies and life cycle costing). The existing roof system reviewed is estimated to be 15 years old and is exhibiting signs of deterioration and failure consistent with roofing systems approaching the end of their serviceable life. Staff typically tries to extend the life of building roofs as much as possible before considering replacement. The replacement of the second story roof was outside the project scope for the original CMF construction /renovation project as it was identified as not requiring immediate replacement, having some remaining useful life. The only section of roof that was part of the CMF project scope was the area affected by the placement of the solar roof. Staff have been monitoring and repairing the second story area. It is now at a point where we it needs to be replaced from a risk mitigation standpoint. I JV. - 1 REPORT: Tenders were requested from five (5) pre - qualified roofing contractors and by the closing date of Thursday April 24, 2014, five (5) tenders had been received. The tenders were reviewed by M. Hensen, IRC Building Sciences Group London Inc, the City's Consultant and D. Hanby, Supervisor of Facilities Management, who concur with the above recommendation. The City of Kitchener's purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: The net cost for this tender (A), is fair and reasonable for a project of this scope and the upset limit is within the funding available (B) for this project. Funding for this project is included within the approved capital budget. The estimated surplus (D) will remain within the account to fund future roof replacements.
