BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2014-IV- 010. The applicant is seeking permission to replace the existing wood windows on the second, third and fourth storey of the front fagade with new wood windows at the property municipally addressed as 41-45 King Street West. REPORT: The subject property is located along the south side of King Street West between Queen Street South and Ontario Street South in Ward 9 of the City of Kitchener. The property is designated under Part IV of the Ontario Heritage Act. Designating By-law 90-161 references the entire King Street elevation above the first storey level as being designated, and provides the following description in the Reasons for Designation: The subject property is the last intact example of Neo-Romanesque architecture on King Street and is rich in relief, with rustic stone lintels, elaborate mouldings, paired colonettes and complex rhythms created by the variation of window openings. 1- 1 The specific features proposed in the designation include: all existing elements, structural and ornamental of the King Street elevation and includes all glazing, 1/1 double hung windows, frames mullion as well as the later cornice. r, r of/opVG/ :t r pry gj� r "f y r Ct J 41-45 King Street West features a different style window on each of the second, third and fourth storeys. The second storey features a 1/1 double hung wooden sash window with a carved pyramidal block detail between the window and closed transom above. The third storey also 1-2 features 1/1 double hung wooden sash windows but does not include a transom or carved pyramidal block detail. The fourth storey features a series of rounded headed 1/1 double hung sash windows headed by a brick labelmold. r i i Existing second storey window I "is i' j,j^9i'iiVl I ''i I I�V6 1 ;uiu uw;ul', I 1, Existing third storey window 1-3 h i r �N l_Lr i IIII ,I, Existing fourth storey window Condition of Existing Windows The owner is proposing to replace the existing wood windows on the second, third and fourth storey of the front fagade, citing that the existing windows are beyond repair and are not energy efficient. The owner advises that the windows are showing signs of rot and are no longer operational, and that the existing single glazing provides an inefficient energy rating. Various window companies and carpentry contractors have informed the owner that it would be very difficult to find or costly to make replacement parts for the mechanics of the existing windows, and that the existing sashes are not sized to handle a retrofit with more energy efficient glass. Proposed Replacement Windows The owner proposes to replicate the existing windows in both style (material/design) and operation, and to change the exterior colour of the windows from white to black or dark brown. The proposed replacement windows are to be manufactured by Ridley Windows and Doors and will feature thermal pane glass to increase the rating and efficiency of the windows from a rating of R0.9 to R2.2 or better. The owner also intends to replicate the existing carved pyramidal block detail featured on the second storey windows. Specifically, the following scope of work is proposed to be undertaken: • remove existing sashes and keep a full example of each complete window style on site for future reference; • frames are to remain in place; • install new wooden window system, plumb, square, shimmed and foamed. Windows to be operational as per originals; • install sashes and outside casing profile to match original windows; • paint and caulk as required. In reviewing the merits of the application, City staff note the following: 1-4 • the existing upper-floor fagade windows are in poor condition; • the mechanics required to make the windows operational are hard to find or costly to make; • the existing window sashes are not able to be retrofitted with more energy efficient glazing; • the proposed replacement windows will match the existing original windows in style, material and operation; • the proposed new windows will make the building more energy efficient; • decorative trim detail to be replaced will match original; • an example of each original window will be kept on site for future reference. Heritage Planning staff are of the opinion that installation of new wood windows at the property municipally addressed as 41-45 King Street West as proposed, will not impair or negatively impact the significance of the subject property. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The processing of Heritage Permit Applications supports the `Quality of Life' Community Priority of the City of Kitchener Strategic Plan by helping preserve the community's unique heritage and promoting culture as both an economic driver and a central element of a healthy community. Heritage Permit Applications also support the `Development' Community Priority to honour and protect our heritage. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: Heritage Kitchener will be CONSULTED regarding the subject Heritage Permit Application. Members of the community will be INFORMED via circulation of this staff report to Heritage Kitchener and via formal consideration by City Council. Keep a full example of each complete window style on site for future reference. 3) Frames and are to remain in place. 4) Install new wooden window system, plumb,square,shimmed and foamed. Windows are operational as per original. 5) Install sashes and outside casing profile to match original window. 5) Interior paint grade trim is installed and all nail holes are filled and ready for interior paint. 7) Caulking as required 8) Cleaning as required. Notes. Pyramid features on 2nd floor of building will match exactly. Some original materials will be kept for future reference. Wooden windows will be replaced with matching wooden windows. Windows will be replicated in both style and operation. Our preference is to replace the existing window color from white to black(or darker brown)There are 240 colors to choose from. From a building design perspective we think that will really make 41-45 King Street look amazing.
