REPLACEMENT OF EXTERIOR STEPS TO AN ENCLOSED
PORCH
RECOMMENDATION:
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2014-IV-014 be approved to permit the removal and installation of exterior steps to
an enclosed porch at the property municipally addressed as 35 Gordon Avenue, in
accordance with the supporting information submitted with the application and subject
to the following conditions:
1. That the final building permit drawings be reviewed and heritage clearance
provided by heritage planning staff prior to the issuance of a building permit.
BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Application HPA-2014-IV-
014. The applicant is seeking permission to remove the existing exterior steps leading to an
enclosed porch on the rear elevation and to install new steps at the property municipally
addressed as 35 Gordon Avenue.
REPORT:
The subject property is located on the northwest corner of Gordon Avenue and Clarence Place in
Ward 10 of the City of Kitchener, and is designated under Part IV of the Ontario Heritage Act.

Designating By-law 91-326 references all elevations and rooflines of the house proper and the
c.1920 garage of plaster construction as being of historic and architectural value. The following
description is provided in the Reasons for Designation:
The Italianate residence was constructed in c.1888 by Peter Itter, a local developer and builder
who was also the Warden of the Berlin House of Refuge from 1881 to 1892. The building at 35
Gordon Avenue is the first house to be constructed by Mr. Itter after he developed the plan of
subdivision for this neighbourhood. The intersecting streets of Gordon Avenue and Clarence Place,
where the house is situated, are named after his eldest son Gordon Clarence Itter.
Specific architectural features of interest include: the bracketed cornice (scrolled brackets with star
motio; inverted picket frieze; tongue and groove soffit, 1/1 double hung windows with segmental
arches, wooden sash and sills; porch constructed circa 1930 with elephantine porch posts, natural
tongue and groove ceiling and cedar shingle siding; second storey, Italianate door with round
headed window; and the detached c. 1920 garage of plaster construction.

The owner is proposing to remove the existing four step exterior staircase and wooden handrail
leading to an enclosed porch located on the rear elevation of the house. The enclosed porch and
steps are not an original feature to the house, and are not referenced as a heritage attribute in the
designating by-law. The owner advises that the existing carpeted steps need to be replaced.

The Owner proposes to replace the existing steps with new steps made of cedar-look pressure
treated lumber. The steps would match the width of the existing enclosed porch and extend
outward approximately 8ft.10in.. Three risers are proposed, ending at a height of just below 22
inches. The steps would take on a partial pyramid form. Detailed specifications are provided
with Heritage Permit Application HPA-2014-IV-014, attached as Appendix `A' to this report.
In reviewing the merits of the application, City staff note the following:
• the existing steps leading to the enclosed porch are in fair to poor condition and in need of
repair;
• the existing steps are located on a secondary elevation (rear) and are not identified as a
heritage attribute in the designating by-law;
• the proposed steps provide access to an enclosed porch which is a more recent addition to
the house and not of architectural significance;
• the proposed steps will be constructed with pressure treated lumber having the appearance
of cedar; and
• the design of the proposed steps will not impact identified heritage attributes or the overall
architectural integrity of the house.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The processing of Heritage Permit Applications supports the `Quality of Life' Community Priority of
the City of Kitchener Strategic Plan by helping preserve the community's unique heritage and
promoting culture as both an economic driver and a central element of a healthy community.
Heritage Permit Applications also support the `Development' Community Priority to honour and
protect our heritage.

COMMUNITY ENGAGEMENT:
Heritage Kitchener will be CONSULTED regarding the subject Heritage Permit Application.
Members of the community will be INFORMED via circulation of this staff report to Heritage
Kitchener and via formal consideration by City Council.

Hi Leon,
Sorry that I didn't include construction details for the proposed new porch at the back of the house. I was
heading out of town and didn't have the time for the complete plan drawings (attached).
I have scanned a quick drawing that should flesh the previous sketch out adequately.
Per the attached drawing, the material is to be the new cedar look pressure treated lumber. The surface will be
514" deck boards, the structure will be 2x8 PT, cedar look, and the foundation will be deck blocks on 6" deep
compacted gravel pads (or equivalent). We will not be painting or staining the lumber.
As the structure is under the 24" height limit, a hand rail is not required per the planning department.
