BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2014-IV- 013. The applicant is seeking permission to replace the existing cedar shingle roof with either cedar or asphalt shingles at the property municipally addressed as 39 Doon Valley Drive. REPORT: The subject property is located on Doon Valley Drive opposite the intersection with Pinnacle Drive in Ward 4 of the City of Kitchener. The property was originally designated under Part IV of the Ontario Heritage Act in 1991. By-law 91-142 designated 39 Doon Valley Drive for its historic and architectural value. In 2005, By-law 91-142 was repealed in order to amend the legal description of the property and update the list of heritage attributes. A new designating by-law (Bylaw 2006-48) was passed on February 13, 2006 and identifies the following heritage attributes as being of cultural heritage value or interest: The north, east and west elevations of the house, including the wood soffit and V-frieze board, wood sash, sill and casing of all windows, single door transom on the north (front) elevation; the roof and roofline including the stone chimney above the east gable of the farmhouse; and the apple and Sugar Maple trees located on the property; and the historic alignment of the former Doon 3 - 1 Valley Drive (previously Doon Village Road and Old Huron Road) road right-of-way; and the Norway Spruce and Ash tree located on the property. 1 Wwo 4 39 0110,0.00 I! i i U t i r s Existing conditions In 1992, a Heritage Permit Application was approved to alter the farmhouse by adding an addition and constructing a detached garage. The scope of work included replacing the existing asphalt shingles on the roof of the farmhouse with new cedar shingles. 3 - 2 r r ill,1111 1 rry Jf frrvl �' A, Subject farmhouse with asphalt shingle roof in 1990. The owner of the subject property has advised that the 22 year old cedar roof is in need of replacement. Previous attempts to repair and replace failing shingles have proven unsuccessful. The owner's preference is to replace the existing cedar shingle roof with new cedar shingles, however the estimated cost to complete this work is $60,000. The owners have applied to the Waterloo Regional Heritage Foundation for financial assistance to the install cedar shingles. In light of the significant cost, the owners have advised that if they are not successful in securing a grant from the Waterloo Regional Heritage Foundation, they would like to have the option of replacing the existing cedar shingle roof with new asphalt shingles (GAF Timberland HD in Weathered Wood colour). Asphalt shingles are proposed as the alternate roofing material because they are more affordable and were installed on the house at the time of the heritage designation in 1991. aye n�� Hoar. vr� Existing condition of cedar shingle roof 3 - 3 In reviewing the merits of the application, City staff note the following: • the existing cedar shingle roof was installed in 1992 and is not original to the house; • the existing cedar shingle roof is in fair to poor condition; • recent repairs the existing cedar shingle roof have not lasted; • the installation of new cedar shingles is historically appropriate and will match the existing roofing material; • the farmhouse had asphalt shingles installed when it was first designated under the Ontario Heritage Act in 1991; • the installation of cedar or asphalt shingles is reversible; • the installation of cedar or asphalt shingles will not detract from the character of the property; • the installation of cedar or asphalt shingles will not impact other identified heritage attributes. Heritage Planning staff are of the opinion that the replacement of the existing cedar shingle roof on the farmhouse located at 39 Doon Valley Drive with new cedar or asphalt shingles will not impair or negatively impact the significance of the subject property. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The processing of Heritage Permit Applications supports the `Quality of Life' Community Priority of the City of Kitchener Strategic Plan by helping preserve the community's unique heritage and promoting culture as both an economic driver and a central element of a healthy community. Heritage Permit Applications also support the `Development' Community Priority to honour and protect our heritage. FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: Heritage Kitchener will be CONSULTED regarding the subject Heritage Permit Application. Members of the community will be INFORMED via circulation of this staff report to Heritage Kitchener and via formal consideration by City Council.
