CYCLING ADVISORY COMMITTEE MINUTES
April 8, 2014 CITY OF KITCHENER
Cycling Advisory Committee met on this date commencing at 4:04 p.m.
Present: Ms. M. Sehl, Councillor Y. Fernandes, Ms. G. Mitchell, Ms. V. Van Cappellen,
Messrs. M. Boos (Vice-Chair), P. Dedes (Chair), M. Arges, T. Reiser, T.
Boutilier, P. Walberg and S. Gibson
Staff: Messrs. J. Joseph and M. Parris
Regrets: Messrs. L. Oakey and W. Sleeth
1. STAFF UPDATES
Mr. Joseph provided an update on the various cycling infrastructure improvements and
initiatives coming forward in 2014, including the Downtown Cycling Network, Nyberg
contra-flow, by-law review, PARTS, and signed bike routes. Additional information on
these initiatives will be provided in future meetings once draft reports, letters to
residents, and websites have been initiated.
2. SUB-COMMITTEE UPDATES
No updates from I and T.
Mr. Reiser updated KCAC on the Education, Safety and Promotion sub-committee. They
are setting up social media platforms for KCAC (current and future projects), and are
looking for avenues for promotion and ways for the public to get in contact with the
committee. Mr. Joseph will check if this is possible.
Committee members discussed developing sub-committee to deal with safety issues.
The educational program with Mr. Martin can be used as a pilot project. Mr. Arges and
Mr. Gibson will come up with a plan.
Earth Day 2015 will be looking for involvements from the KCAC

Thumbs Up: June 1 launch date – Josh will share key messages with committee once it

is available. On April 26, Councillor Fernandes will be handing out bike maps at the
Huron Natural Area.
3. PEDESTRIAN AND CYCLIST CHARTER DISCUSSION
Mr. Arges sent this proposed amendment to the Urban Design Guidelines, to include
cycling into language. He sought an amendment and proposed it to the Pedestrian
Charter. The amendment was: when walking is stated, include cycling into the language
as well
Mr. Joseph to update CMP in the future – from staff’s perspective, it is a higher priority.
Also, the Pedestrian Charter is currently being challenged – Councillor Fernandes said
that that the CMP will be regarded higher than the Pedestrian Charter.
Motion by Mr. M. Arges: To amend the Pedestrian Cycling Charter
“When pedestrian is mentioned, mention pedestrian/cyclists, when walking is
mentioned, mention walking/cycling”
Motion defeated.
4. KCAC REPORT CARD

PEG Sub-Committee has created an amended document that represents the
feedback/comments from the Report Card as best as possible.
Collected data and presentation of data is completely different process - the presentation
of the data will represent broader picture. Staff will continue annual updates to council
and use report card in process.
Report card will form one component of a more broad-based Cycling Account. The other
pieces will round up to provide broader context. It will be a living and evolving document.
Mr. Boutilier suggested it be sent off to MTO, and other municipalities
Mr. Joseph suggests that the Report Card stay connected and linked to KCAC. It was
suggested that the KCAC take ownership of sharing it with other Active Transportation
Committees and municipalities.
Motion by Councillor Fernandes: To accept the Report Card as a tool in its current form
Motion by Mr. P Walberg: To accept the document as basis for the 2014 evaluation,
subject to review post implementation.
Moved by Councilor Fernandes.

5. MANDATE DISCUSSION
Mandate will be going to the June council meeting.
5 Options, presented last meeting:
A. No change
B. Active Transportation Advisory Committee
C. Cycling Advisory Committee with Trails Sub-Committee
D. Establish a new Trails Advisory Committee and retain existing Cycling
Committee
E. *New* Establish a new Pedestrian and Accessibility Committee and retain
the existing Cycling Committee. This new committee would be responsible
for pedestrian and accessibility issues (on-road and off-road), while KCAC
would retain responsibility for cycling issues (on-road and off-road).
The first four options were discussed amongst the committee. C and D were the
preferred options but concerns over communication and coverage of users were raised.
Mr. Walberg brought up a suggestion, to establish a new Pedestrian and Accessibility
committee (accessibility on road and off road), and retain existing KCAC (cycling issues
on road and off road)
How will this affect the existing Accessibility Committee? Ms. Sehl: suggested to look to
address the Accessibility Committee with this mandate discussion, looking towards what
they would do.

Motion by Mr. P. Walberg: To establish a new Pedestrian and Accessibility Committee
and retain the existing Cycling Committee. This new committee would be responsible for
pedestrian and accessibility issues (on-road and off-road), while KCAC would retain
responsibility for cycling issues (on-road and off-road).
Motion carried
6. SHARROW STUDY DATES
Mr. Joseph will present several studies to council. He is looking for volunteers to perform
the cycling count survey and will later send an email out to the committee.
7. BY-LAW REVIEW UPDATE
At the April 17 meeting Mr. Joseph will be raising the discussed issues at the Regional
traffic coordinators meeting. The Council report is expected to be completed for June.
8. COUNCILLOR’S RIDE
Mr. Arges wondered if the Councillor’s Ride would still be going forward. Councillor
Fernandes will poll councillors to determine interest, dates and other options of interest
Last year, the ride was organized by the I and T committee,
Mr. Joseph suggest there be written record of the purpose of the ride, which as
mentioned by Mr. Arges, is to show the councilors what is going on, I terms of cycling.

Motion by Mr. T. Boutilier: That the meeting be adjourned at 6:08 p.m.
