The request for the noise by-law exemption is only between the hours of 7:00 p.m. to 7:00 a.m. for the period from Friday, June 20 to Sunday, June 22, 2014. BACKGROUND: The paving of surface asphalt on Westmount Road from Greenbrook Drive to Victoria Street South was to be completed last construction season as part of contract 2013-002. It was ultimately decided to postpone this work until 2014. To minimize disruption to commuters and residents and to achieve a better end product, it is recommended to complete the paving operations between Queens Boulevard and Victoria Street South under a full road closure overnight when traffic volumes are lower. REPORT: Westmount Road between Queen's Boulevard and Victoria Street was reconstructed by the Region in 2012 and now requires the final layer of surface asphalt to be applied. Accordingly, this work has been scheduled by the Region of Waterloo and its contractor for: Highland Road to Victoria Street— Fri Jun 20/14, 7:00 pm to Sat Jun 21/14, 8:00 am Queen's Boulevard to Highland Road — Sat Jun 21/14, 7:00 pm to Sun Jun 22/14, 8:00 am 3 - 1 These sections of Westmount Road generally include commercial uses. The proposal to complete this paving work overnight will allow the contractor to complete the work when traffic volumes are at a minimum, allowing for more efficient work and a superior final asphalt product. The noise generated will be that of a typical paving operation (i.e.: engines, back-up indicators, compaction machinery) and will be mobile as the contractor progresses down the road. The Region of Waterloo will be providing a letter of notification for this work to all property owners through this roadway corridor, including all businesses and residents. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." The implementation of improved traffic flow and safety will provide positive direction for motorists. FINANCIAL IMPLICATIONS: None. COMMUNITY ENGAGEMENT: None.
