Assessment
Notice of Study Commencement
Dear Ms. Saunderson,
The Region of Waterloo's (Region) Water Supply and Distribution Operations Master
Plan (MP) investigated alternatives for supplying water within the Region. One
alternative was to send raw water from the William Street Water Supply System (WSS)
in Waterloo to the Strange Street WSS in Kitchener where the water would be treated and
then supplied to both cities. The Region is now initiating a more detailed study to
investigate this opportunity. Figure I illustrates the location of the William and Strange
Street pumping stations.

The Region is undertaking this study in accordance with the requirements for a Schedule
C project under the Municipal Class Environmental Assessment (EA) (Municipal
Engineers Association, June 2000, as amended in 2007 and 2011). The study will
complete Phases I to 4 of the Municipal Class EA process.
The William Street and Strange Street Water Supply Class EA will develop and evaluate
alternatives for the location of the water treatment plant, raw water alignment between
the William Street WSS and the Strange Street WSS, and the future property use at the
William Street and Strange Street sites.
The purpose of this letter is to advise you of the commencement of this study. The
Region of Waterloo has retained XCG Consultants Ltd. and Associated Engineering to
undertake the study. Please see attached for a copy of the Notice of Commencement that
will be published in local newspapers.
Information on the William Street and Strange Street Water Supply
Class EA will periodically be posted on the Region's web site at:

If you have any initial concerns or comments regarding this study, we would appreciate
receiving your comments in writing. It is also recognized that this study may not impact
your mandate and programs and that you may not want to receive further notifications. If
this is the case, we would appreciate you advising us in writing. Written replies would be
appreciated no later than June 20,2014.
Three Public Consultation Centres (PCCs) will be scheduled to provide information on
the study, including the alternatives considered and the preferred alternative. Details of
the PCCs will be published at a future date.
