SUBJECT: Compass Kitchener 2013 Citizens' Report Card
RECOMMENDATION:
That the Compass Kitchener 2013 Citizens' Report Card be endorsed by Council
BACKGROUND:
Compass Kitchener, a citizens' committee appointed by Council, is responsible for
validating the citizens' vision outlined in A Plan for a Healthy Kitchener - Guiding
principles, values and strategic priorities on a regular basis, with the community's input
and participation. This committee creates and leads public processes to determine
community concerns, identifies priorities for action and monitors progress toward
achieving the community vision. The responsibilities of the committee include:
developing performance measures reflective of the community's goals and monitoring
the City's performance against goals as included in the Strategic Plan for the City of
Kitchener.
In June of 2013, Compass Kitchener reported to Council that they were developing an
improved framework for monitoring and reporting on the City's progress on community
priorities, making a transition from 'best available data' to a more robust, citizen focused
method of highlighting priorities and collecting information. With the focus on
developing an improved evaluation and data gathering process, Compass Kitchener did
not issue a report card in 2013.
The objectives for updating the Report Card were as follows:

measuring data;

• Increase the connection between the Report Card and Kitchener's Strategic
Plan;
• Receive a wider variety of perspectives from staff, advisory committees and
Council when choosing indicators; and
• Connecting the indicators to resources available to staff, efforts of staff towards
achieving strategic directions, and the results of these efforts.
Compass Kitchener, with the support of a student intern, developed a comprehensive
set of draft indicators using a logic model approach, looking at inputs, activities, outputs
and outcomes for each of the 27 strategic directions related to the six community
priorities included in A Plan for a Healthy Kitchener: The City of Kitchener's Strategic
Plan for 2011 -2014. In April and May of 2013, they consulted with all of the other
advisory committees to get input from their unique perspectives to be incorporated into
the overall framework.
With the support of the Corporate Leadership Team, members of Compass Kitchener
consulted with more than 25 City of Kitchener directors, managers and staff during June
and July of 2013 to receive input on the proposed measures, gain commitment to a
process for collecting the information and to confirm the required information would be
available as needed. Consolidating all of that input, a final draft of the measures were
shared with all members of the Compass Kitchener committee at their regular meeting
in October and received additional feedback and suggestion for improvement.
The metrics that Compass Kitchener selected for the Citizen's Report Card on an
annual basis going forward were presented to Council on November 18, 2013 along
with staff report CAO -13 -037.
REPORT:
The Compass Kitchener Report Card sub - committee have reviewed more than 80
different measures related to the City of Kitchener's progress on the strategic priorities
and directions included in the 2011 -2014 Strategic Plan for the City of Kitchener. That
information was organized and shared with all members of Compass Kitchener for
evaluation, discussion and agreement and a final decision on the scores for each of the
priority areas within the strategic plan.
Compass Kitchener will be presenting the results of this evaluation to City Council on
Monday June 16th. This report card is the second progress report on the strategic
priorities and directions included in the City of Kitchener's Strategic Plan 2011 -2014.
The methodology used to evaluate the City's progress for 2013 was significantly
different than was used for previous years, with more comprehensive data in each of

the priority areas. Therefore, results for this Citizen's Report Card are not comparable
to results reported in previous years. The information collected for this evaluation will
represent a baseline for the evaluation in future years.
The Report Card to Citizens will be published in the Kitchener Post and on the City of
Kitchener's Website on June 20tH
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The Compass Kitchener Citizen's Report Card supports the advancement of all six
community priorities in the Strategic Plan by monitoring and reporting on the city's
progress on those priorities.
FINANCIAL IMPLICATIONS:
The cost to place the Report Card to Citizens in the Kitchener Post is approximately
$3,888 plus HST. This expense is funded through existing resources in the Compass
Kitchener capital account.
COMMUNITY ENGAGEMENT:
Entrust & Collaborate — the members of Compass Kitchener are entrusted by council to
develop performance measures reflective of the community's goals, monitor the City's
performance against those goals, and report to Council and the community on those
results. The Report Card was developed through collaboration with City staff in the
identification and collection of the measurement information that was used for the
evaluation of progress.
