BACKGROUND: Transportation Services has received a request from Infrastructure Ontario to review the existing on-street parking regulations on Duke Street East between Frederick Street and Scott Street. The request cited concerns with the lack of available on-street accessible parking spaces in and around the Provincial Courthouse. REPORT: Currently, a 15 minute loading zone is provided on the south side of Duke Street East from a point 13 meters east of Frederick Street to a point 25 meters east of Frederick Street, while a two (2) hour parking limit is provided on the south side of Duke Street East from a point 25 metres east of Frederick Street to a point 33 metres east thereof. In order to address this request, it is proposed to provide one (1) accessible on-street parking space on the south side of Duke Street East nearest Frederick Street. This provision would require the relocation of the existing 15 minute loading zone and resulting loss of one (1) two 5 - 1 (2) hour parking space in this area. The provision of the accessible on-street parking space nearest Frederick Street is recommended due to its close proximity to the signal crossing at the Duke Street / Frederick Street intersection, as well as locating this accessible space on the most level section of roadway in this area — thereby easing access for those in a wheelchair. While this proposed accessible parking space will serve accessible needs in this immediate area, Transportation Services, in conjunction with the Region of Waterloo, will be reviewing the entire Downtown in order to potentially allocate on-street accessible parking spaces in a fashion to serve accessible parking needs throughout the Downtown. The Region is currently executing a similar review with the City of Waterloo for Uptown Waterloo, with the intent to follow up this review with the Kitchener Downtown review. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign removals for the roadway is $200 and will be taken from the existing sign maintenance budget.
