SUBJECT: NOISE EXEMPTION REQUEST – CENTREVILLE
CHICOPEE COMMUNITY CENTRE

RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code
be granted to Kenneth Bongomin for a community basketball tournament at the
Centreville Chicopee Community Centre, 141 Morgan Avenue, on August 10,
2014, between the hours of 11AM and 9PM.
BACKGROUND:
Mr. Bongomin is planning a community event at the Centreville Chicopee Community

Centre on August 10. The event will centre around an outdoor basketball tournament,
and will also include a free barbecue, funded by some area community leaders. The
event will include some recorded music being played. As such, the event organizer is
requesting an exemption from Chapter 450 (Noise) of the City’s Municipal Code.
REPORT:
This event was last held in August of 2012. At that time, the By-law Enforcement
Division received a complaint about the music being played. A noise exemption was
not in place for that event.
Staff have discussed the event with the organizer, who has indicated that the event will
likely finish ahead of 9PM, but they wanted to leave some flexibility with the time.
Regardless, they understand that the event cannot go past 9PM. Also, they will be
advertising the event in the surrounding neighbourhood to advise them ahead of time.

In addition, they have designated an on-site person to act as a contact in the event that
a situation occurs that requires By-law Enforcement staff to attend.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Approval of a noise exemption request supports the Community Priorities of Quality of
Life, as contained in the City’s Strategic Plan.
FINANCIAL IMPLICATIONS:
N/A
COMMUNITY ENGAGEMENT:
The event organizer will be advertising the event throughout the neighbourhood in
advance of the event date.
