BACKGROUND: Wireless device services have become an ever increasing integral part of the way the City conducts its business and delivers services to the citizens of the City. The City has recently reviewed the current mobile options available and is looking to build on wireless mobility in the workplace. This is a co-operative tender issued by the City of Kitchener (Lead Agency) on behalf of the Co- operative Purchasing Group of Waterloo Region (CPGWR). Participating agencies included: Region of Waterloo This proposal is based on fixed unit prices on an estimated representative sampling of wireless hardware (standard phones, blackberries, air cards, and turbo sticks) and service requirements (voice and data) purchased over the previous year and actual spend will depend on the level of activity throughout the term of the contract. The City’s annual spend per year over the previous two (2) years was $336,924.68 REPORT: Proposals were requested from three (3) known bidders, as well as advertised publicly on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Proposal documents were downloaded by nineteen (19) 1.i - 1 interested parties, and by the closing date of Wednesday June 11, 2014, three (3) proposals had been received. Proposals were reviewed by a committee consisting of D. Hordyk, Region of Waterloo, T. Lumgair, Region of Waterloo, and S. Asmundson, City of Kitchener, whoelected to award the contract to Bell Mobility Inc. The following proposals were received: Bell Mobility Inc. Mississauga ON Rogers Communications Partnership Toronto ON Telus Communications Company Toronto ON The price for wireless hardware and services has decreased 33% from the previous contract. The proposals were rated on the following criteria: a. Quality of Coverage across the Region b. Service Requirements c. Conversion Plan d. Wireless Plan Options e. Service and Technical Support f. Cost ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from various operating accounts. COMMUNITY ENGAGEMENT: Potential vendors are informed of bid opportunities through the public posting of bid documents as outlined in the City’s Purchasing By-Law. Vendors, local media and the general public are informed of purchasing recommendations to Council through the public reports which are included with the Council agenda the week prior to the Council meeting.
