SUBJECT: T14-013 Elevator Services

RECOMMENDATION:
ThyssenKrupp Elevator (Canada)
That Tender T14-013 Elevator Services, be awarded to
Ltd., Hamilton, Ontario
, at their adjusted tendered price of $284,964., plus H.S.T. of
$37,045.32, for a total of $322,009.32, for a five (5) year period, with an option to renew for one
(1) further five (5) year term.
BACKGROUND:
Elevator maintenance is an ongoing maintenance, repair, replacement and operational
requirement under the Maintenance Control Program (MCP) of the Canadian Elevator
Contractors Association (C.E.C.A) to ensure that all equipment and systems are well maintained
and are safe and secure for passenger use.
The contract is based on fixed unit prices for monthly maintenance and inspections.
The spend over the previous five (5) years was $469,020.63. The actual spend will depend on
the amount of parts and labour required to maintain the elevators in good working order.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded
by five (5) interested parties and by the closing date of Thursday June 5, 2014, four (4) tenders
had been received.

Tendered prices were adjusted to remove the Kitchener Public Libraries elevator service portion
of the contract.
The price for monthly elevator maintenance and inspection has decreased 39%.
The tender was reviewed by J. Edmondson, Manager of Projects/Energy Management, who
concurs with the above recommendation.

The City of Kitchener’s purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts.
COMMUNITY ENGAGEMENT:
Potential vendors are informed of bid opportunities through and the public posting of bid
documents as outlined in the City’s Purchasing By-Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
