BACKGROUND: Transportation Services has received a request from a local resident to review the existing on-street parking regulations on Westmeadow Drive in the area of the s-bend between Michelle Court and the Westmeadow Park Natural Area trail entrance. The request cited concerns with vehicles parking along both sides of the roadway within each curve on Westmeadow Drive, creating concerns regarding safe two-way traffic. The concerns cited that when vehicles are parked along both sides, drivers cannot safely see oncoming traffic due to the curvature of the roadway, while attempting to manoeuver around parked vehicles. REPORT: Currently, on-street parking is permitted on both sides of Westmeadow Drive for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Services surveyed the residents regarding a proposal to prohibit parking at any time along the south/east side (even numbered houses) of Westmeadow Drive between Michelle Court and the Westmeadow Park Natural Area trail entrance. The survey results are as follows- 7 - 1 In favour of prohibiting parking at any time: 22 (62.9%) In favour of leaving the current regulation as is: 13 (37.1%) TOTAL 35 out of 76 - (46.1% responded) As indicated above, 22 out of 35 respondents, or 62.9%, are in favour of prohibiting at any time along the south/east side (even numbered houses) of Westmeadow Drive between Michelle Court and the Westmeadow Park Natural Area trail entrance. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $300 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT - In March 2014, affected residents along Westmeadow Drive between Michelle Court and the Westmeadow Park Natural Area trail entrance. Their comments are incorporated within this report.
