SUBJECT: On-street Parking Regulations — Caryndale Drive
RECOMMENDATION:
That stopping be prohibited from Monday to Friday, 8:00 a.m. to 4:30 p.m. on the
west side of Caryndale Drive from Biehn Drive to a point 136 metres south of
Biehn Drive; and,
That the current "No Stopping Anytime" regulation on the west side of Caryndale
Drive in front of Brigadoon Public School be extended northerly to a point 136
metres south of Biehn Drive; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Caryndale Drive is a minor collector roadway that, in this area, retains residential
development on both sides of the right-of-way, along with Brigadoon Public School on
the west side. In response to an identifiable safety concern, on-street parking
regulations will have to be reviewed.
REPORT:
Currently, on-street parking is permitted on the east side of Caryndale Drive between
Biehn Drive and Brigadoon Public School for a maximum period of three (3) consecutive
hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. On the
west side, parking is prohibited from Biehn Drive to a point 51 metres south of Biehn
Drive at all times.
Transportation Services has received a request to review the existing on-street parking
regulations on Caryndale Drive. The request cited concerns regarding parking on the
west side of the roadway between Biehn Drive and Brigadoon Public School, which
makes two-way traffic unsafe, blocks driveways and can impede sightlines.

Vehicles parking on the west side of Caryndale Drive between Biehn Drive and
Brigadoon Public School can have a negative impact on the safe and efficient
movement of vehicular and pedestrian traffic in the area. Vehicles parked within the
curve, within the intersection of Robertson Crescent and leading up to the school can
greatly hinder the available sightlines thusly increasing the likelihood of a conflict with a
merging vehicle or crossing pedestrian.
The existing "No Parking Anytime" regulation on the west side of Caryndale Drive
between Biehn Drive and a point 51 metres south of Biehn Drive will remain in place.
The recommendations contained within this report will help to improve the efficient
movement of traffic and general road user safety in this area.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1500 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT — Residents were advised regarding this proposed stopping regulation
change through a mail out sent in May 2014. No objections were received. One
comment was received suggesting parking should be prohibited on the east side in the
same area.
