SUBJECT: On-street Parking Regulations —Old Zeller Drive
RECOMMENDATION:
That parking be prohibited at anytime on the south/west side (odd number) of Old
Zeller Drive from Valebrook Street to a point 137 metres south/east thereof; and
further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Old Zeller Drive is a minor collector roadway that, in this area, retains residential
development on both sides of the right-of-way. In response to an identifiable safety
concern, on-street parking regulations will have to be reviewed.
REPORT:
Currently, on-street parking is permitted on both sides of Old Zeller Drive between
Valebrook Street and Eden Oak Trail for a maximum period of three (3) consecutive
hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing on-street parking
regulations on Old Zeller. The request cited concerns regarding parking on the
south/west side of the roadway between Valebrook Street and Eden Oak Trail, which
can make two-way traffic unsafe, and can impede sightlines through the curve.
Residents in the immediate area were surveyed on this proposed parking regulation
change in June 2014. The results of the survey are as follows-

7 responses in favour of PROPOSAL A: Prohibit on street parking at anytime
on the south/west side (odd number)
of Old Zeller Drive from Valebrook
Street to Eden Oak Trail.
3 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
10 responses received in total (out of 19 — 53% responded)
As a result of this survey, Transportation Services is recommending that parking be
prohibited at anytime on the south/west side (odd number side) of Old Zeller Drive
from Valebrook Street to a point 137 metres south/east thereof.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1200 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT — Residents were advised regarding this proposed "No Parking Anytime"
regulation change through a mail out sent in June 2014. Three objections were received
in response to the survey. Two responses indicated that speeding is an issue in this
area; the third did not want to give up the convenience of on-street parking.
