AUGUST 11, 2014 CITY OF KITCHENER
A special meeting of City Council was held at 5.32 p.m. this date, chaired by Mayor C. Zehr with all
members present. Councillor P. Singh was in attendance for part of the meeting.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
Moved by Councillor Y. Fernandes
Seconded by Councillor B. loannidis
"That pursuant to Section 25.4.4(f) of Chapter 25 (Council Procedure) of the Municipal Code,
the requirement for Notice of Motion be waived to add the following two matters to the Special
Council agenda arising from the Community and Infrastructure Services Committee meeting
held earlier this date: Margaret Avenue Bridge, as outlined in Infrastructure Services
Committee report INS -14 -074; and, insect/pest (termite) control, as outlined in Community
Service Department report CSD -14- 080."
Carried by the required 2/3 of the Whole of Council.
CSD -14 -078 - NOISE EXEMPTION - CINEMA UNDER THE STARS
Mayor C. Zehr advised that the noise exemption request for Cinema Under the Stars was withdrawn
at the Community and Infrastructure Services Committee.
CSD -14 -082 - NOISE EXEMPTION REQUEST - BILL MOOREHOUSE
Council considered a recommendation arising from the Community and Infrastructure Services
Committee meeting held earlier this date, regarding a noise exemption request from Bill Moorehouse
for a family event being held on August 16, 2014.
Moved by Councillor S. Davey
Seconded by Councillor K. Galloway - Sealock
"That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted
to Mr. Bill Moorehouse for a family event at his property at 61 Filbert Street, on August 16,
2014, between the hours of 1:00 p.m. and 8:00 p.m., as outlined in Community Services
Department report CSD -14- 082."

CSD -14 -085 - NOISE EXEMPTION REQUEST - STANLEY PARK COMMUNITY
ASSOCIATION
Council considered a recommendation arising from the Community and Infrastructure Services
Committee meeting held earlier this date regarding a noise exemption request from the Stanley Park
Community Association for an outdoor movie event being held at Tecumseh Park on August 23,
2014.
Moved by Councillor S. Davey
Seconded by Councillor K. Galloway - Sealock
"That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted
to the Stanley Park Community Association for an outdoor movie night in Tecumseh Park, on
August 23, 2014, between the hours of 7:30 p.m. and 11:00 p.m., as outlined in Community
Services Department report CSD -14- 085."

INS -14 -074 -MARGARET AVENUE BRIDGE - FOLLOW -UP REPORT
Council considered a recommendation arising from the Community and Infrastructure Services
Committee meeting held earlier this date regarding the reconstruction of the Margaret Avenue Bridge.

The following motion was voted on by a recorded vote and was Carried Unanimously with all
members present.
Moved by Councillor B. loannidis
Seconded by Councillor F. Etherington
"That staff be directed to proceed with Alternative 3 (single span bridge accommodating two
tracks) for the Margaret Avenue Bridge, as outlined in Infrastructure Services Department
report INS -14- 066."

CSD -14 -080 - INSECT /PESTS CONTROL AND ENFORCEMENT
Council considered a recommendation arising from the Community and Infrastructure Services
Committee held earlier this date regarding insect/pest (termite) control and enforcement.
Following discussion Council agreed to amend the Committee recommendation to direct staff to
include the following items for investigation: potential funding options to provide assistance to
homeowners to address termite infestation; investigate best practices undertaken by other
municipalities to address termites; potential of having Dr. Timothy Myles, Termite Control Officer, City
of Guelph address the Committee on possible termite mitigation measures; examine whether termites
are covered under homeowner insurance policies; and, consult with the Provincial Government about
possible funding sources to address termite control measures.
Councillor P. Singh entered the meeting at this time.

`That consideration of the following recommendation be deferred to the September 8, 2014
Community and Infrastructure Committee meeting:
"That Community Services Department report CSD -14 -080 be referred to the 2015
Budget process for consideration of long term funding, and,
That funding assistance is allocated as outlined in Chapter 689 (Termite -Wood-
Destroying Insects Control) of the City of Kitchener Municipal Code, and,
The funding assistance should be limited to $2,000. for each of the 13 properties that
have had observed termite infestation, for residents that are willing to proceed with
treatment of their property in 2014; and further,"
That staff be directed to provide additional information on the following matters:
a) potential funding options to provide assistance to homeowners to address termite
infestation;
b) investigate best practices undertaken by other municipalities to address termites;
c) potential of having Dr. Timothy Myles, Termite Control Officer, City of Guelph address
the Committee on possible termite mitigation measures;
d) examine whether termites are covered under homeowner insurance policies; and,
e) consult the Provincial Government as to possible financial assistance that could be
provided to address this issue.'
