SUBJECT:
NOISE EXEMPTION REQUEST— CONESTOGA STUDENTS INC.
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code
be granted to the Conestoga Students Inc. for an outdoor event to be held at
Conestoga College on September 4, 2014, between the hours of 9 AM and 1 AM.
BACKGROUND:
The student's union, at Conestoga College, Conestoga Students Inc. (CSI), is planning
to hold an outdoor pub night on September 4, 2014. This event will include the playing
of recorded music. As such, they are requesting an exemption from Chapter 450
(Noise) of the City's Municipal Code.
REPORT:
Staff are working with the CSI to ensure all available plans are put in place to mitigate
any noise impact on the residential area, as much as possible. The event is being held
in an area of the property that is situated away from the residential area. Further, CSI
has agreed to configure the setup of the outdoor tent so that the speakers in the tent are
directed away from the direction of the adjacent residential area (directed towards
Highway 401).
The By -law Enforcement Division will have an officer in the college area during the
event and will be a position to work with CSI staff to address identified concerns if
required.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The aforementioned amendments support the Community Priority of Quality of Life, as
contained in the City's Strategic Plan.

The event organizers will be advertising the event throughout the community in advance
of the event.
