SUBJECT: E14 -067 — Consultant Services — Comprehensive Review of Off -
Street Parking & Loading
RECOMMENDATION:
That Expression of Interest E14 -067 — Consultant Services — Comprehensive Review of
Off - Street Parking & Loading be awarded to Paradigm Transportation Solutions Ltd.,
Cambridge, Ontario at their estimated fee of $69,935., including contingencies of $3,500.,
plus H.S.T. of $9,091.55, for a total of $79,026.55, based on a satisfactory contract being
negotiated and an upset fee being established.
BACKGROUND:
The City has recently launched a Comprehensive Review of the Zoning By -law (CRoZBy). The
CRoZBy will result in the implementation of the relevant components of the new official plan,
help implement recent studies and reflect best practices. CRoZBy will result in a new Zoning By-
law that will replace the City's current Zoning By -law (85 -1). One of the components of the
CRoZBy is to investigate the current practicality of all of the regulations within existing Section
6, Parking and Loading. Although most of the CRoZBy is being conducted by city staff, the
parking review requires the assistance of a consultant in order to assess the existing conditions
and regulations, consider best practices and suggest changes to the zoning regulations.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services /Consultants, a Consultant's Review Committee was established
consisting of N. Goss, Senior Planner, B. Sloan, Manager, Long Range & Policy Planning, J.
Joseph, Transportation Demand Management Coordinator, D. Seller, Traffic & Parking Analyst,
L. Stecho, Supervisor of Purchasing and L. Gordon, Director of Supply Services.
Expressions of interest were advertised publicly on the City of Kitchener website and on the
internet through the Ontario Public Buyers Association Electronic Tendering Information System
relative to this project. Documents were downloaded by seventeen (17) interested parties, and
by the closing date of Thursday July 16th, 2014, four (4) responses had been received.
The review committee met on Wednesday July 23 d, 2014, to review the submissions and a
shortlist of two (2) candidates was selected for further interviews. The Committee met on
Monday August 11 th, 2014 to interview the shortlisted candidates. The Committee elected to
award the project to Paradigm Transportation Solutions Ltd., Cambridge, Ontario.
The Committee rated consultants on the following criteria:
• Evaluation of Proposed Project Manager
• Understanding of Project
• Appropriate Disciplines /Qualifications /Relevant Experience of Consortium
• Proposed Methodology
• Permanent Local Office
• Cost of Consultant Fees
• Approach to Stakeholder Engagement
• Availability during Project Timeframe

FINANCIAL IMPLICATIONS:
The net cost for this expression of interest (A), is fair and reasonable for a project of this scope
and the upset limit is within the budget allowance (B) provided within the budget. Funding for this
project is included within the approved capital budget. The estimated surplus (D) will remain
within the account to fund future expenses related to this project.

COMMUNITY ENGAGEMENT:
INFORM - Potential vendors are informed of bid opportunities through the public posting of bid
documents as outlined in the City's Purchasing By -Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
