BACKGROUND: The existing Victoria Park pedestrian bridge serves as the southern access to Roos Island. A bridge inspection completed on October 5th, 2012 recommended extensive repair or replacement within two years due to severe structural corrosion. During pre- engineering and in preparation for the bridge replacement in 2014 it was determined the existing concrete foundations did not meet Canadian Highway Bridge Design Code standards for load resistance and required replacing. The pedestrian bridge will be replaced with a steel truss, arch form bridge painted forest green to match the existing pedestrian bridge found within Victoria Park, crossing the Western fore - bay. A Heritage Permit Application (HPA- 2014 -V -007) was completed and approved on May 1, 2014 to replace the pedestrian bridge. I JV. - 1 REPORT: Proposals were requested from four (4) known bidders, as well as advertised publicly on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Proposal documents were downloaded by fifty -two (52) interested parties and by the closing date of Friday June 20, 2014, three (3) proposals had been received. The proposals were reviewed by a committee consisting of M. Parris, Landscape Architect, R. Fairbairn, Operations Supervisor and R. Kruppa, Buyer who concur with the above recommendation. The following proposals were received: CSL Group Ltd. Ancaster ON Guardian Bridge Rapid Construction Stratford ON Resource Industrial Group Inc. Ayr ON * The proposals were rated on the following criteria: a. Design and Material Requirements b. Visual Conformity c. Warranty d. Price e. Life Cycle Price ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Theme: Financial Management Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener's purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. 1.iv. -2 FINANCIAL IMPLICATIONS: The net cost for this proposal (A), is fair and reasonable for a project of this scope but the upset limit exceeds the budget allowance (B) provided within the budget. The original budget did not include foundation removal and replacement. Additional funding for this project is provided by the existing surplus (D) balance in the account. The estimated surplus (E) will remain in the account to fund future bridge projects.
