SUBJECT: T14 -069 Trail Construction — Walter Bean / Bingemans Trail
RECOMMENDATION:
That Tender T14 -069 Trail Construction — Walter Bean / Bingemans Trail, be awarded to
I.M. Benjamins Inc. o/a Hardscape Concrete & Interlock, Paris, Ontario, at their tendered
price of $177,453., plus H.S.T. of $23,068.89, for a total of $200,521.89
BACKGROUND:
In 2013 Bingemans underwent significant site development. During development, the existing
interim Walter Bean Grand River Trail route through the private property was sought to be
formalized. City staff, in collaboration with the property owner, were able to lay out the Walter
Bean Grand River Trail route and establish its permanence through the property by way of legal
easement.
The proposed trail construction will serve as the permanent location of the Walter Bean Grand
River Trail through Bingemans property.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded
by twenty -eight (28) interested parties and by the closing date of Thursday August 14, 2014, five
(5) tenders had been received.

The tender was reviewed by M. Parris, Landscape Architect, who concurs with the above
recommendation.

Theme: Financial Management
Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the upset
limit is within the budget allowance (B) provided within the budget. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will remain in the
general provision account to fund future Trail Construction Projects.

COMMUNITY ENGAGEMENT:
INFORM - Potential vendors are informed of bid opportunities through the public posting of bid
documents as outlined in the City's Purchasing By -Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
