ON- STREET PARKING REGULATIONS - COMMONWEALTH
STREET
RECOMMENDATION:
That the existing no stopping any time 8:00 a.m. - 4:30 p.m. Monday - Friday on
the north side of Commonwealth Street be extended easterly to Commonwealth
Crescent; and further,
That stopping be prohibited at any time 8:00 a.m. - 4:30 p.m. Monday - Friday on
the south side of Commonwealth Street from a point 108m east of the westerly
leg of Commonwealth Crescent to a point 40m east thereof; and further,
That the Uniform Traffic By -law be amended accordingly.
BACKGROUND:
Transportation Services has received a request from a resident to review the existing
on- street parking regulations on Commonwealth Street between Max Becker Drive and
Commonwealth Crescent. The request cited concerns regarding vehicles parking on
both sides of the Commonwealth Street during school hours, which has resulted in
difficulties for residents accessing their properties, as well limiting the roadway width to
allow for safe two -way traffic.

REPORT:
Transportation Services prepared and presented a report to the Community and
Infrastructure Services Committee on Monday June 23, 2014, recommending that the
existing no stopping any time 8:00 a.m. - 4:30 p.m. Monday to Friday on the south side
(odd numbered houses) of Commonwealth Street be extended to Commonwealth
Crescent.
During the Community and Infrastructure Services Committee meeting, members of
Council heard from a delegate who was opposed to the recommendations outlined in
the report from staff. The concerns were related to implementing the restriction on the
opposite side of what staff proposed (i.e. on the north side rather than the south side).
By restricting stopping on the south side, children who were dropped off to attend
school by their parents, would be required to cross the street to access the pathway that
connects to Williamsburg Public School.
As a result, Transportation Services re- surveyed the residents of Commonwealth Street,
with an option to extend the existing no stopping any time 8:00 a.m. - 4:30 p.m. Monday
- Friday on the north side (even numbered houses). The results are as follows:
In favour of prohibiting stopping at any time 8:00 a.m. - 4:30 p.m.
Monday - Friday on the south side (odd numbered houses) of
Commonwealth Street: 8 (44.4%)
In favour of prohibiting stopping at any time 8:00 a.m. - 4:30 p.m.
Monday - Friday on the north side (even numbered houses) of
Commonwealth Street, along with prohibiting stopping near the
south pathway on Commonwealth Street: 10 (55.6%)
TOTAL 18 out of 49 - (36.7% responded)
As indicated above, 10 out of 18 respondents, or 55.6 %, are in favour of prohibiting
stopping at any time 8:00 a.m. - 4:30 p.m. Monday - Friday on the north side (even
numbered houses) of Commonwealth Street, along with prohibiting stopping near the
south pathway on Commonwealth Street.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life; "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on- street parking concerns have been addressed.

FINANCIAL IMPLICATIONS:
The approximate cost for the sign installations for the roadway is $400 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT — Transportation Services surveyed affected residents along Commonwealth
Street on two (2) separate occasions regarding the proposed parking changes.
