SUBJECT: ON-STREET PARKING REGULATIONS - OLD PARK LANE
RECOMMENDATION:
That the existing no parking 4:00 p.m. - 8:00 p.m. April 1 - July 31 parking
regulation on the north/east/south side of Old Park lane between Highview Drive
(north intersection) and a point 323m east thereof, be removed, and be reinstated
with a three (3) hour parking time limit; and further;
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services has received a request from a local resident to review the
existing on-street parking regulations on Old Park Lane between Highview Drive (north
intersection) and a point 323m east thereof. The request cited concerns regarding the
parking prohibition signs installed on Old Park Lane. These signs were initially installed
to regulate parking during T-ball games in the summer at Forest West Park. However,
according to the request these games no longer take place and have not for some
years. This has been confirmed by city staff and organizations.
REPORT:
Currently on-street parking is prohibited from 4 p.m. — 8 p.m., April 1 to July 31, on the
north/east/south side (odd-numbered houses) of Old Park Lane between Highview
Drive (north intersection) and a point 323m east thereof. Parking is permitted on the
remainder of the north/east/south side (odd-numbered houses) of Old Park Lane and

the south/west/north side (even-numbered houses) of the entirety of Old Park Lane for a
maximum period of three (3) consecutive hours year-round, as outlined in the City of
Kitchener Uniform Traffic By-law No. 2007-138.
In order to address this request, Transportation Services surveyed the affected
residents of Old Park Lane regarding a proposal to remove the existing parking
prohibition and reinstate three (3) hour maximum parking. The results are as follows:
In favour of removing the existing 4:00 p.m. - 8:00 p.m.
April 1 - July 31 parking prohibition on the north/east/south
side of Old Park Lane and allowing parking for a maximum
of three (3) consecutive hours: 24 (96.0%)
In favour of leaving the current parking prohibition in place: 1 (4.051o)
TOTAL 25 out of 37- (67.6% responded)
As indicated above, 24 out of 25 respondents, or 96.0%, are in favour of removing the
existing parking prohibition on Old Park Lane between Highview Drive (north
intersection) and a point 323m east thereof.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life; "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for the sign removals for the roadway is $150 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT — Transportation Services surveyed affected residents along Old Park Lane
regarding the proposed parking changes.
