SUBJECT: ON-STREET PARKING REGULATIONS -WOODHURST COURT
RECOMMENDATION:
That stopping be prohibited at any time on both sides of the traffic island on
Woodhurst Court from Westforest Trail to a point 9 metres south thereof; and
further:
That stopping be prohibited 8:00 a.m. - 4:30 p.m. Monday - Friday on both sides of
the traffic island on Woodhurst Court from a point 9 metres south of Westforest
Trail to a point 11 metres south thereof; and further:
That stopping be prohibited on the traffic island on Woodhurst Court from a point
20 metres south of Westforest Trail to a point 18 metres south thereof; and
further:
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Services received a request to review parking and stopping regulations
on Woodhurst Court from residents and the By-law Enforcement Division. The request
came as a result of the impact of parked vehicles in the traffic island portion of the Court
by parents and caregivers accessing Sandhills Public School on Victoria Street at bell
times. The presence of the vehicles parked adjacent to the traffic island creates access
issues for local residents and emergency services.

REPORT:
No parking anytime signs were installed within the traffic island of the Court in July, in
accordance with the General Provisions of the Uniform Traffic By-law. Following the
installation of the no parking signs Transportation Services received comments from
local residents that the installed signage would be ineffective in addressing the school
related parking issues and cause issues for residents on Woodhurst Court in that there
now is no available on street parking anywhere on the Court. There is no available
parking in front of the homes as the driveway accesses are too close to provide the
necessary space for a vehicle to legally park.
Subsequent to receiving resident comments Transportation Services consulted with Fire
to determine if a portion of the traffic island could accommodate parking without
impeding emergency services access to homes on Woodhurst Court. Fire recommends
that the portion of the traffic island that is recommended within this report as being no
stopping anytime is required for emergency access at all times. Further, the portion of
the traffic island that represents the intersection of Westforest Trail and Woodhurst
Court should restrict parking or stopping within 9 metres of the intersection. The
remaining portion of the traffic island can accommodate parking without impinging
safety and access.
Transportation Services is recommending the implementation of No stopping anytime
signs and no stopping 8:00 am — 4:30 pm Monday to Friday as per the
recommendations in order deter school related parking and stopping. No stopping
signs are the most effective regulation in dealing with this issue.
Finally, moving forward, Transportation Services will continue to install no parking
anytime signs in traffic islands of courts and cul-de-sacs as per the General Provisions
of the Uniform Traffic By-law when necessary. In dealing with special requests and
circumstances, each location will be reviewed on its own merit with recommendations
from Fire.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life; "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for the sign removals for the roadway is $150 and will be taken
from the existing sign maintenance budget.

INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT — Transportation Services consulted with Fire and By-law enforcement in
order to provide the most effective posted regulations
