BACKGROUND: Battler Road from Huron Road to Old Huron Road is a major collector road that retains residential development on the south side of the right-of-way. In response to an identifiable operational concern, on-street parking regulations will have to be reviewed. REPORT: Currently on-street parking is permitted on both sides of Battler Road between Huron Road and Old Huron Road for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing parking regulations on Battler Road. The request cited concerns of vehicles parking on-street obstructing the safe operation of two way traffic and impeding transit service and recommended that parking be restricted on both sides of the road. Battler Road is classified as a major collector roadway as per the City of Kitchener Official Plan. By design, this road is intended to carry higher volumes of traffic linking neighbourhoods and feeding traffic into the arterial road network. As such, both 7 - 1 intersections bookending this segment of Battler Road have multilane approaches to accommodate a higher volume of traffic. Allowing on-street parking in the immediate vicinity of this type of intersection can have a negative impact on the safe and efficient movement of traffic. In addition, to facilitate transit operations, parking can be prohibited within 30 metres on either side of a bus stop upon installation on `no parking signage'. If in place, this restriction would occupy the majority of the south side of Battler Road which would be coupled with a 15 meter corner restriction at the two respective intersections. It should be noted that the Cycling Master Plan calls for on-street bicycle lanes on Battler Road between Huron Road and Old Huron Road. This would effectively tie into the impending on-street bicycle lanes on Batter Road from Strasburg Road to Huron Road; leading into the Brigadoon Neighbourhood via Old Huron Road and Biehn Drive. Due to the continued intensification in this neighbourhood, planned reconstruction of Biehn Drive in 2015 and the future development of the arterial road network, staff will continue to monitor this section of Battler Road until such time where on-street bicycle lanes will provide a serviceable link. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $1800 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT - Residents were advised regarding this proposed parking regulation change through a mail out sent in February 2014. In total, three responses were received: one indicating concerns specific to deliveries and short term parking on Battler Road; one agreeing that parking is not necessary on both sides of Battler Road but suggested that this section of Battler Road be redesigned to allow for on-street parking; and, one indicating a lack of resident parking at 275 Old Huron Road. Comments received have been incorporated into this report and are reflected in the recommendations. The provision of on-street parking addresses concerns raised.
