FCS-14-145 - UNCOLLECTABLE UTILITY ACCOUNTS WRITE-OFF The Committee considered Finance and Corporate Services Department report FCS-14-145, dated August 5, 2014 requesting the uncollectable Utility accounts to be written off and forwarded to an outside collection agency for third party collection efforts. On motion by Councillor B. loannidis- it was resolved: "That uncollectable Utility Accounts amounting to $59,520. be written off against the Allowance for Doubtful Utility Receivables, as outlined in Finance and Corporate Services Department report FCS-14-145." 2. FCS-14-146 - UNCOLLECTABLE MISCELLANEOUS RECEIVABLE ACCOUNTS WRITE-OFF The Committee considered Finance and Corporate Services Department report FCS-14-146, dated August 5, 2014 requesting the uncollectable Miscellaneous Receivable accounts to be written off and forwarded to an outside collection agency for third party collection efforts. On motion by Councillor B. loannidis- it was resolved: "That uncollectable Miscellaneous Receivable Accounts amounting to $20,066. be written off against the Allowance for Doubtful Receivables, as outlined in Finance and Corporate Services Department report FCS-14-146." 3. CAO-14-038 - WATERLOO REGION SMALL BUSINESS CENTRE - AGREEMENT WITH PROVINCE OF ONTARIO The Committee considered Chief Administrator's Office report CAO-14-038, dated August 21, 2014 requesting approval of an agreement with the Province of Ontario to deliver Small Business Enterprise. On motion by Councillor B. loannidis- it was resolved "That the Mayor and Clerk be authorized to execute a three year funding agreement, subject to the satisfaction of the City Solicitor, with the Province of Ontario to deliver Small Business Enterprise Centre services through the City of Kitchener Waterloo Region Small Business Centre, as outlined in Chief Administrator's Office report CAO- 14-038." FINANCE AND CORPORATE SERVICES COMMITTEE SEPTEMBER 8. 2014 -56- CITY OF KITCHENER 4. FCS-14-159 - APPEAL-REFRESHMENT VEHICLE LOCATION 1080 VICTORIA STREET NORTH The Committee considered Finance and Corporate Services Department report FCS-14-159, dated August 21, 2014 requesting a decision as to whether a license should be issued to Rumen Yankov to operate a refreshment vehicle at 1080 Victoria Street North. Councillor D. Glenn-Graham spoke in support of approving the subject licence, commenting that it is unlikely that this refreshment vehicle would have an adverse impact on the surrounding businesses. On motion by Councillor D. Glenn-Graham- it was resolved: "That the request of Rumen Yankov to operate a refreshment vehicle at 1080 Victoria Street North be approved, as outlined in Finance and Corporate Services Department report FCS-14-159." 5. FCS-14-122 - OPEN GOVERNMENT ACTION PLAN AND OPEN DATA PROGRESS UPDATES The Committee considered Finance and Corporate Services Department report FCS-14-122, dated August 22, 2014 requesting approval in principle of the recommendations outlined in the Kitchener e-Participation Executive Summary report. Mr. D. Chapman reviewed the report, advising that two Open Data promotional events are anticipated to be held; one being a hackathon-style event in fall 2014 and the other an apps development contest in spring 2015. Mr. Jury Konga, eGovFutures Group, gave a presentation outlining the progress that has been made to date to meet the six priorities outlined in the Open Government Action Plan. He advised that the proposed recommendations focus on enhancing the City's current approach to community engagement through the use of e-Participation tools. He added that this could include the development of a virtual Kitchener Commons to allow for a two way dialogue with citizens. He identified that approximately 1-1.5 additional employees would be needed for the successful implementation of the e-Participation initiative. He noted that the resources for enhanced community engagement through e-Participation would provide operational efficiencies, support decision making, service delivery and building trust with citizens. Several members expressed support for the Kitchener e-Participation recommendations, as outlined in the staff report. The following motion was then voted on and was Carried on a recorded vote with Mayor C. Zehr and Councillors K. Galloway-Sealock, B. loannidis, F. Etherington, B. Vrbanovic, D. Glenn-Graham, S. Davey and P. Singh voting in favour; and, Councillor Y. Fernandes, voting in opposition. Councillors Z. Janecki and J. Gazzola were absent from the meeting and accordingly did not vote. On motion by Councillor B. loannidis- it was resolved: "That the recommendations of the Kitchener e-Participation Executive Summary Report, as outlined in Appendix `A' of Finance and Corporate Services Department report FCS- 14-122, be approved in principle and staff be directed to bring forward the associated funding recommendations through the 2015 budget process as potential strategic additions." 6. CAO-14-036 -BIG MUSIC FEST EVENT DEBRIEF Pursuant to Chapter 25.10.9(J) (Procedure) of the Municipal Code, a motion was brought forward by Councillor P. Singh to discuss the Big Music Fest Debrief report, listed as an Information Item on the meeting agenda. Councillor Singh's motion was then voted on and was Carried. CAO-14-036 -BIG MUSIC FEST EVENT DEBRIEF (CONT'D) The Committee considered Chief Administrator's Office report CAO-14-036, dated August 22, 2014, providing an overview of the impact of Big Music Fest on the local economy, which is estimated at approximately$3M. Mr. Harald Drewitz addressed the Committee expressing concerns with the estimated economic impact of Big Music Fest. He commented that he was informed by the Tourism Board that supporting data was not yet available to determine the impact of the event. Mr. Steven Cage addressed the Committee speaking to how the local community embraced Big Music Fest. He suggested that more should have been done to notify the public prior to the event being approved. 7. ADJOURNMENT On motion, this meeting adjourned at 4:40 p.m. C. Goodeve Committee Administrator
