BACKGROUND: The property municipally addressed as 189 Joseph Street is located on the block bounded by Joseph Street, Linden Avenue, Oak Street and Victoria Street South. The property is commonly referred to Lang Site B in reference to the former Lang Tanning Company. The property contains a 180 foot smokestack built in the Industrial Vernacular architectural style. Heritage Planning staff are of the opinion that 189 Joseph Street is a built heritage resource of significant cultural heritage value or interest and should be designated under Part IV of the Ontario Heritage Act. r �1 Smokestack O Oi 1 - 1 REPORT: Identifying and protecting cultural heritage resources within our City is an important part of planning for our future, and of helping to guide change while conserving the buildings, structures and landscapes that give our City its unique identity. The City plays a critical role in the conservation of cultural heritage resources. The designation of property under the Ontario Heritage Act is the main tool that the City has to provide long-term protection of cultural heritage resources for future generations. Designation recognizes the importance of a property to the local community; protects the property's cultural heritage value; encourages good stewardship and conservation; and, promotes knowledge and understanding about the property. Designation not only publicly recognizes and promotes awareness, it also provides a process for ensuring that changes to a property are appropriately managed and that these changes respect the property's cultural heritage value and interest. A Site Plan application (SP14/092/J/KA) was circulated on September 9, 2014 for the property municipally addressed 189 Joseph Street. A previous Site Plan application (SP09/119/J/KA) did not come to fruition but included a Heritage Impact Assessment (HIA) and Conservation Plan. The HIA was circulated to Heritage Kitchener for comment and approved by the Director of Planning and concluded that the smokestack meets the criteria for designation under the Ontario Heritage Act. In keeping with the City's standard practice, Heritage Planning staff is requesting that the Notice of Intention to Designate under Part IV of the Ontario Heritage Act be considered by Council prior to final Site Plan approval. The owner has advised that they have no concerns with designation of the smokestack (Appendix B). Heritage Planning staff are initiating the process to designate 189 Joseph Street under Part IV of the Ontario Heritage Act as a means of formally recognizing its significance in the community, and to ensure that future alterations are undertaken in a manner that is sensitive to and respectful of the cultural heritage value of the smokestack. The HIA entitled "189-204 Joseph Street / 14 Linden Avenue Addendum Heritage Impact Assessment (Site B)"was prepared by E.R.A. Architects in April 2010. The HIA concluded that the smokestack is a significant cultural heritage resource worthy of designation under the Ontario Heritage Act. The smokestack is recognized for its design, physical, contextual, historical and associative values. The design and physical values relate to the Industrial Vernacular architectural style that is in good condition with many intact original elements. The contextual value relates to the character of the neighbourhood as well as the historical and visual link to its surroundings. The associative and historic values relate to the leather tanning industry, local industrialists, the industrial heritage of Berlin (now Kitchener) and the evolution of industrial architecture in Ontario. Additional information regarding the cultural heritage value of the property can be found in a comprehensive Statement of Significance attached as Appendix A to this report. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Designating a property under the Ontario Heritage Act supports the Quality of Life Community Priority of the City of Kitchener Strategic Plan by helping to nurture a sense of pride and community and promote culture as both an economic driver and a central element of a healthy community. Designation under the Ontario Heritage Act also supports the Development Community Priority to honour and protect our heritage. 1 - 2 FINANCIAL IMPLICATIONS: N/A COMMUNITY ENGAGEMENT: Various methods were used to INFORM and CONSULT with the owner, Heritage Kitchener and the public. Heritage Planning staff met in-person with the owner on October 1, 2014 and discussed by phone with the owner on October 9, 2014. A draft copy of the Statement of Significance for 189 Joseph Street was provided to the owner on October 10, 2014 for review. The owner has advised that they have no issues with the designation. Section 29(2) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage Committee (Heritage Kitchener) before giving notice of its intention to designate a property. Heritage Kitchener will be consulted via circulation and consideration of this report. Members of the community will be informed via circulation of this report to Heritage Kitchener and via formal consideration by City Council. Should Council choose to give notice of its intention to designate, such notice will be served on the property owner and the Ontario Heritage Trust, and published in the local newspaper having general circulation in the municipality. The structure is situated on a 1.58 acre parcel of land bounded by Joseph Street, Linden Avenue, Oak Street and Victoria Street South in the City Commercial Core Planning Community of the City of Kitchener within the Region of Waterloo. The principal resource that contributes to the heritage value is the smokestack. Heritage Value The property is recognized for its design, physical, contextual, historical and associative values. The design and physical values relate to the Industrial Vernacular architectural style that is in good condition with many intact original elements. The smokestack structure features: all smokestack elevations; shape of smokestack, including: square base, angular plane transition from square base to octagonal shaft at 32 feet, octagonal shaft, octagonal shaft that begins to taper at 160 feet creating an outward flare near the top of the stack; clay brick construction ranging in colour from dark to buff laid in the common bond pattern; height of 180 feet; lime mortar mix with a mix of aggregate sizes; and, poured concrete foundation. The contextual value relates to the character of the neighbourhood as well as the historical and visual link to its surroundings. The former Lang Tannery is an industrial complex that occupies two blocks in the warehouse district of the City. Understood in two parts, Site `A' is located on one block while Site `B' is located on a separate block. Site `B' contains the smokestack. Both sites are significant local and regional landmarks. The smokestack is a landmark within the downtown skyline. In addition, Site `B' is located adjacent to the Victoria Park Area Heritage Conservation District, which contains many examples of buildings that housed employees from the Lang Tannery and other nearby factories. The associative and historic values relate to the leather tanning industry, local industrialists, the industrial heritage of Berlin (now Kitchener) and the evolution of industrial architecture in Ontario. Leather tanning was Kitchener's first major industry with the founding of the Lang Tanning Company in 1848 by Reinhold Lang. The Lang family included prominent local industrialists whose cultural and political leadership established Kitchener as an important urban centre of industrial activity in southern Ontario. The Lang Tanning Company became the largest sole leather producer in the British Empire. Today, the former Lang Tanning Company buildings represent one of the largest remaining industrial complexes in the area. Site `B' functioned as a 1 - 4 secondary site that supported the larger complex and contains the last remaining smokestack that is representative of Kitchener's industrial heritage. Heritage Attributes The heritage value of the property resides in the following heritage attributes: All elements related to the construction and Industrial Vernacular architectural style of the smokestack, including: • all smokestack elevations; • shape of smokestack, including: • square base, • angular plane transition from square base to octagonal shaft at 32 feet; • octagonal shaft; • octagonal shaft that begins to taper at 160 feet creating an outward flare near the top of the stack; • clay brick construction ranging in colour from dark to buff laid in the common bond pattern; • height of 180 feet; • lime mortar mix with a mix of aggregate sizes; and, • poured concrete foundation.
