Draft Heritage Impact Assessment (HIA) & Draft Conservation Plan (CP)
Heritage Planning staff are in receipt of a draft Heritage Impact Assessment (HIA) and a draft
Conservation Plan (CP) dated October 2014 prepared by the planning consulting firm MHBC,
for the property municipally addressed as 710 Huron Road. The draft HIA and CP have been
prepared in anticipation of the submission of a Plan of Subdivision application for the subject
property.
Typically HIAs and CPs are considered as part of a complete planning application. Staff have
agreed to the submission of a draft HIA and draft CP for discussion in advance of the formal
submission of the development application since direction on the conservation of the heritage
resource(s) located on the property will have a significant impact on the design of the proposed
subdivision and the submission of the application. In this regard, it is expected that the property
owner will be submitting an application that proposes the development of a new subdivision that
would result in the removal of an existing c.1860s stone farmhouse to facilitate the proposed
street and lot layout. The draft HIA and CP recommends that the original farmhouse be
relocated to a new lot within the proposed subdivision.
A Heritage Impact Assessment (HIA) is a study to determine the impacts to known and potential
cultural heritage resources within a defined area proposed for future development. The study
results in a report which identifies all known cultural heritage resources, an evaluation of the
significance of the resources, and makes recommendations toward mitigative measures that
would minimize negative impacts to those resources. A Conservation Plan (CP) is a document
which identifies the conservation principles appropriate for the type of cultural heritage
resource/attributes being conserved; provides detailed documentation of the resource and its
heritage attributes; includes an assessment of current conditions and deficiencies; and
recommends conservation measures and interventions in the short, medium and long term to
ensure preservation of the property's cultural heritage significance.
The heritage consultant who authored the draft HIA and CP will be in attendance on November
4th to present the findings of the reports to Heritage Kitchener. Committee members are
encouraged to review the reports which will be posted online with the Heritage Kitchener
agenda, and are invited to ask questions at the Committee meeting. A recommendation from
the Committee is not required. Comments made by Heritage Kitchener members will be
considered by Heritage Planning staff in making comment on the draft reports in anticipation of
their formal submission as part of a complete planning application.
