SUBJECT: On-street Parking Regulations — Newbury Drive
RECOMMENDATION:
That parking be prohibited at anytime on the south/west side of Newbury Drive
from a point 65 metres east of Burnaby Crescent to a point 25 metres east
thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Newbury Drive is a local road with residential land use on either side of the right-of-way.
In response to an identifiable operational concern, on-street parking regulations will
have to be reviewed.
REPORT:
Currently, on-street parking is permitted on both sides of Newbury Drive between
Burnaby Crescent and Rolling Meadows Drive for a maximum period of three
consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-
138.
Transportation Services has received a request to review the existing parking
regulations on Newbury Drive. The request cited concerns regarding vehicles parking
on both sides of the roadway which can make two-way traffic unsafe and impede
sightlines through the curve.
Residents in the immediate area were surveyed on this proposed parking regulation
change in September 2014. The results of the survey are as follows-

3 responses in favour of PROPOSAL A: Prohibit on street parking at anytime on the
south/west side (odd number side) of Newbury
Drive from a point 65 metres east of Burnaby
Crescent to a point 25 metres east thereof.
1 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
4 responses received in total (out of 11 — 36% responded)
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $600 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were advised regarding this proposed parking regulation change
through a mail out sent in September 2014. In total, four responses were received.
